Job Description
The Senior Supply Chain Management Officer (NQCL 6) is a middle-management role at the National Quality Control Laboratory (NQCL), a State Corporation under the Ministry of Health. The successful candidate will be responsible for developing and implementing supply chain management policies, standards, and strategies to ensure efficient procurement and inventory management in compliance with the Public Procurement and Asset Disposal Act (PPDA) and other relevant regulations.
Key Responsibilities
Developing and implementing supply chain management policies, standards, strategies, and guidelines as stipulated by the National Treasury and the PPRA.
Organizing Supplier Sensitization Forums for Youth, Women, PWDs, and small/micro-enterprises to facilitate compliance with the 30% Access to Government Procurement Opportunities (AGPO) as per Article 227 and Article 55 of the Constitution of Kenya, 2010.
Preparing and implementing the Laboratory’s procurement plan to realize organizational objectives.
Preparing, publishing, and inviting tenders, proposals, and quotations in line with procurement procedures.
Preparing and maintaining the assets register, including transfers and valuations.
Receiving and opening tender documents, and evaluating tenders, quotations, and proposals.
Maintaining and publishing the registered suppliers list on the Laboratory’s website and the Public Procurement Information Portal (PPIP).
Preparing contract documents in line with award decisions, variations, and modifications in strict adherence to Section 139(1)(b) of the Act and Regulation 132(1).
Maintaining reorder levels of stores to facilitate smooth running of the Laboratory by replenishing stock in good time.
Coordinating the identification of obsolete, unserviceable, and surplus stores and equipment for disposal.
Reviewing tender and contract documents before approval.
Verifying payment documents for goods and services delivered to the Laboratory by suppliers.
Ensuring satisfactory receipt of goods and maintaining the ability to rapidly deliver goods when requested.
Preparing periodic and annual supply chain management reports.
Job Requirements
A cumulative service period of Six (6) years of relevant work experience, three (3) of which should have been at the grade of Supply Chain Management Officer I or in a comparable position.
Bachelor’s degree in Purchasing and Supplies Management, Business Administration (Supply Chain Management Option), Procurement and Logistics, Commerce (Supplies Management Option), or any other equivalent and relevant qualification from a recognized institution.
OR Bachelor’s degree in Business Administration, Finance and Accounts, Commerce, or any other relevant qualification AND a Diploma in Purchasing and Supply Chain Management from the Chartered Institute of Purchasing and Supplies (CIPS) or another recognized institution.
Mandatory membership to the Kenya Institute of Supplies Management (KISM).
Proficiency in computer applications.
