Role Overview
The Kenya Institute for Public Policy Research and Analysis (KIPPRA) is seeking a Senior Supply Chain Management Officer to join the Supply Chain Management Division. This role is responsible for the efficient procurement of goods, works, and services, ensuring compliance with regulatory frameworks and optimizing inventory management.
Key Responsibilities and Duties
Procurement Management: Execute the procurement of goods, works, and services, including carrying out tendering processes and conducting market surveys and research.
Inventory and Asset Control: Manage inventory, stores, and assets through inventory management systems to prevent stock-outs, wastage, and unprofitable lock-up of funds.
Records and Archiving: Maintain and file procurement records for at least six years post-contract completion to ensure ease of retrieval.
Reporting: Prepare periodic and annual supply chain management reports and returns for submission to relevant regulatory bodies.
Quality Assurance: Verify the receipt of common user items and inspect deliveries to confirm quantity and ensure value for money.
Supervision and Leadership: Supervise store operations, and coach, mentor, and develop staff to maintain a motivated and effective team. Perform staff appraisals and provide technical advice on store rationing.
Compliance: Observe strict compliance with internal policies, procedures, and the Public Procurement Act and regulations.
Supplier Relations: Maintain and update the list of registered suppliers, contractors, and consultants through advertising and reviewing unsolicited applications.
Qualifications and Experience
Work Experience: A minimum of six (6) years of cumulative service in supply chain management, with at least three (3) years at the grade of Supply Chain Management Officer I or a comparable position.
Education: Bachelor's Degree in Business Administration or Commerce (Supply Chain Management Option) or an equivalent qualification from a recognized institution.
Professional Certification: Full membership in the Kenya Institute of Supplies Management (KISM) in good standing.
Licensing: Valid Supplies Practitioner’s Licence issued by KISM.
Technical Skills: Proficiency in Computer Applications.
