UNCDF is the United Nations' flagship catalytic financing entity for the world’s 46 LDCs. The Senior Strategic Investments and Funds Advisor (P6) sets the strategic direction for the sourcing, design, development, and provision of implementation support associated with UNCDF’s portfolio of projects and programmes financed through grants, loans, and guarantees. This role is responsible for ensuring consistency in application of thematic objectives and leading the development of innovative approaches to achieve development targets, including through the design of financing mechanisms with a focus on third-party capital mobilization from the private sector.
Key Responsibilities
Strategic Leadership
- Sets the strategic direction for sourcing, design, and development of UNCDF’s portfolio in line with the mission statement.
- Leads the management of a focused, coherent, and high-impact portfolio of programmes financed by grants, loans, and guarantees.
- Ensures consistency in thematic objectives for all thematic and regional leads.
- Develops innovative financing mechanisms to achieve development targets, specifically focusing on private sector capital mobilization.
- Proactively monitors achievement of management targets and reviews progress from impact, financial, and risk perspectives.
- Coordinates communication between Thematic Leads and Regional Leads to ensure alignment with UNCDF objectives.
- Leads resource mobilization efforts and fosters strategic partnerships with governments, NGOs, donors, and international financial institutions.
Overall Management
- Manages a team of Thematic and Region-based Investment Leads and technical officers.
- Provides first-level oversight of a portfolio of programmes and projects under the Investment and Implementation Division.
- Ensures full compliance with UNCDF investment rules and UNDP’s rules and regulations (POPP).
- Coordinates delivery of the integrated workplan across UNCDF’s other divisions.
- Manages overall risk of investments and ensures regular quality reporting.
- Promotes an organizational culture of innovation, risk management, and results-based management.
Partnerships and Resource Mobilization
- Develops strategic partnerships to advance corporate objectives and transaction-level needs.
- Leads resource mobilization efforts in collaboration with the CFO and COO.
- Represents UNCDF within the wider UN, international fora, and market stakeholders including MDBs, DFIs, and Philanthropy.
Knowledge Management and Advocacy
- Ensures monitoring and evaluation of programmes and the effective use of knowledge generated.
- Leads advocacy around programmatic work and themes at both global and country levels.
Required Skills and Experience
Education
- Advanced university degree (Master’s or equivalent) in Economics, Finance, Business Administration, or related fields.
- A Bachelor’s degree with an additional two years of qualifying experience may be accepted in lieu of an advanced degree.
Experience
- Master's holders: Minimum of 15 years of progressively responsible experience.
- Bachelor's holders: Minimum of 17 years of progressively responsible experience.
- Experience must be in international development, impact finance, or business development involving public/private financing.
- Proven track record in fiduciary oversight of a large-scale portfolio (at least 100 projects, valued at over US$0.5 billion, across 50+ countries).
- Experience in programming and resource mobilization for national and sub-national entities in areas like municipal finance, climate finance, energy, or infrastructure.
- Experience in origination and structuring of blended finance solutions is highly desirable.
