The Senior Officer, Technical Partnerships (Economic Recovery & Development+) is a critical role within the International Rescue Committee (IRC), designed to bridge the gap between technical programming and private-sector fundraising. This position focuses on driving strategic engagement and business development to support and scale IRC's economic recovery efforts. Working under the guidance of the Associate Director, ERD, the Senior Officer will influence resource-mobilization strategies, oversee the creation of high-impact donor materials, and manage a portfolio of strategic grants. Key duties involve leading proposal development processes, providing technical advisory to fundraising teams, and optimizing cross-functional workflows between technical units and marketing teams. This role requires a professional with significant experience in INGO program management and a deep understanding of economic development in low-resource settings.
Key Responsibilities
Strategic Engagement (30%)
- Influence and guide strategic private-sector engagement across fundraising priorities.
- Develop and implement business development strategies (Outcome Strategies) with ERD leadership.
- Oversee the development of strategic positioning materials and donor engagement plans.
- Represent technical priority areas in thought leadership working groups and agile teams.
Business Development (30%)
- Provide high-level advisory to Global Practice Leads (GPLs) and fundraising teams.
- Develop multifaceted, compelling donor materials that balance technical depth with clarity of vision.
- Lead or support proposal development processes, including joining donor meetings as a technical expert.
- Create stewardship plans for restricted and loosely restricted donors.
Internal Coordination & Process Improvements (20%)
- Operationalize standard ways of working and workflows for cross-functional projects.
- Coordinate effective meetings between Marketing, Mobilization, and ERD teams.
- Create information-sharing systems between Technical Units and fundraising counterparts.
Portfolio Management Support (20%)
- Ensure donor requirements and compliance standards are met across the duration of strategic grants.
- Design creative, long-term engagement strategies to deepen donor commitment.
- Provide post-award project management support on large strategic grants.
Requirements and Qualifications
- 6-7 years of related work experience, preferably with a large International Non-Governmental Organization (INGO).
- Professional background in programs, fundraising, and/or advocacy.
- Experience with global Economic Recovery & Development (ERD) programming in low-resource settings.
- Proven experience working with fundraising and grants management processes.
- Excellent track record of delivering sophisticated proposals and projects.
- Bachelor’s degree in international development, social work, or other relevant area (or equivalent experience).
- Outstanding communication, writing, and presentation skills.
