The Senior Data Analyst and Impact Measurement Officer is responsible for setting up and managing a database of key data on indicators showcasing the impact of the National Societies in the Africa Region on emergency, humanitarian, and long-term initiatives. The officer will serve as the regional focal point for advanced analytics and impact evidence generation, leading the development of a harmonized regional impact measurement architecture aligned with IFRC Strategy 2030.
Key Responsibilities
Data Management and Analytics
- Develop and execute databases, digital data collection systems, and data analytics strategies that optimize statistical efficiency.
- Collect, analyze, and interpret qualitative and quantitative data from various sources to inform insights.
- Identify, analyze, and interpret trends or patterns in complex data sets.
- Design and oversee data collection tools and methodologies including surveys and assessments.
- Generate dashboards, visualizations, and analytical reports to support evidence-based decision-making.
- Lead integration of multiple data sources (ERP, emergency operations data, financial data, community feedback).
- Ensure compliance with global data protection regulations (GDPR-aligned principles) and develop regional data governance frameworks.
Impact Measurement
- Refine and implement impact measurement frameworks, theories of change, and results chains.
- Employ methodologies like case studies and outcome harvesting to measure humanitarian and development work.
- Establish clear indicators, baselines, and targets aligned with organizational strategies.
- Lead the development of terms of reference for impact evaluations and related assessments.
- Facilitate stakeholder consultations and validation exercises.
- Develop regional impact scorecards aligned to IFRC global KPIs.
Evaluation Management
- Coordinate and support internal and external evaluations (mid-term, end-line, and impact studies).
- Facilitate after-action reviews and learning workshops to capture insights for improvement.
- Establish an evaluation tracking system to monitor implementation of management responses.
Reporting and Documentation
- Prepare high-quality impact reports, case studies, success stories, and learning briefs.
- Develop interactive data storytelling products using tools like Power BI and Tableau.
- Contribute evidence and analytics to Federation-wide reporting (Annual Reports, Unified Plans).
Capacity Strengthening
- Train and mentor IFRC and National Society staff on monitoring, evaluation, and data analytics tools.
- Support peer-to-peer exchange on digital monitoring systems.
- Provide advisory support to leadership teams on evidence-informed strategic planning.
Qualifications and Experience
- Education: University degree in a relevant humanitarian or Social Sciences field, ideally relating to data management or statistics (Required). Post-graduate qualification in PMER or a related field (Preferred).
- Experience: At least 3-5 years of relevant work experience in the humanitarian sector (Required). At least 3 years specifically in PMER (Planning, Monitoring, Evaluation, and Reporting) (Required).
- Technical Skills: Strong proficiency in Excel, SPSS, R, and Python. Background in data collection, management, and visualization.
- Sector Knowledge: Solid understanding of the international humanitarian and development sector. Experience working in an emergency response context is required.
- Languages: Fluent spoken and written English is required. Command of another IFRC official language (French, Spanish, or Arabic) is preferred.
