Job Description
The right to housing is embedded in the Constitution of Kenya, which provides that every person has the right to accessible and adequate housing. With Kenya’s growing economy and one of the fastest-growing urbanisation rates in the continent, the demand for housing has never been greater. The Affordable Housing Board (AHB) is established under the Affordable Housing Act, 2024 to support these initiatives. As a Senior Investment and Resource Mobilization Officer, you will be responsible for coordinating investment plans, conducting project appraisals, and leading funding efforts to secure resources for affordable housing projects.
Key Responsibilities
Coordinate the preparation and review of annual and five-year investment plans.
Conduct detailed appraisals of project financing proposals and recommend financing structures.
Coordinate financial and market research to identify new funding opportunities and risks.
Supervise mid-level and entry-level officers in resource mobilization and reporting tasks.
Lead the preparation of investor engagement materials, performance briefs, and disclosures.
Participate in structuring financing models, including Public-Private Partnerships (PPPs), bonds, and housing finance instruments.
Liaise with counties, banks, SACCOs, and development partners on financing arrangements.
Ensure compliance with the Affordable Housing Act, 2024, and the PFM Act in resource mobilization activities.
Prepare and submit periodic reports on investment performance and financing structures.
Advise on corrective actions to improve capital flows and investor confidence.
Requirements & Qualifications
A cumulative service period of six (6) years’ relevant work experience, three (3) of which must have been at the grade of Investment & Resource Mobilization Officer I or in a comparable position.
Bachelor’s degree in Banking & Investment, Business Administration (Finance or Investment option), Finance, Economics, Commerce (Finance or Accounting option), Accounting, Statistics / Actuarial Science, Project Planning & Management, or its equivalent from a recognized institution.
Professional qualification and membership to a professional body where applicable and in good standing.
Proficiency in computer applications.
