The Senior Internal Auditor at the National Quality Control Laboratory (NQCL) is responsible for ensuring the integrity and efficiency of the laboratory's operations through rigorous auditing and evaluation of internal controls. Working within a State Corporation under the Ministry of Health, the successful candidate will play a critical role in quality control oversight for medicines on behalf of the government. This role involves developing audit plans, conducting investigations, and auditing both financial and information systems to ensure compliance with corporate policies and government regulations.
Duties and Responsibilities
Implementing audit guidelines, strategies, standards, and plans.
Developing individual audit engagement plans and ensuring their implementation.
Reviewing and evaluating the system of internal controls, assessing adequacy and effectiveness, and proposing recommendations for improvement.
Conducting audits and investigations on reported and suspected cases.
Collecting and maintaining audit evidence and records.
Establishing appropriate means of verifying assets' existence, ownership, and valuation.
Executing information security audits across the Laboratory.
Evaluating financial and information systems, management procedures, and security controls.
Evaluating the efficiency and effectiveness of operational processes and compliance with corporate security policies and related government regulations.
Undertaking vulnerability assessments.
Analyzing the outputs of risk assessments.
Maintaining audit implementation status records and feedback tools.
Developing and administering risk-focused examinations for IT systems.
Preparing draft audit reports on completion of each audit engagement.
Person Specification
For appointment to this grade, an officer must have:
A cumulative service period of six (6) years of relevant work experience, with at least three (3) years at the grade of Internal Auditor I.
Bachelor’s degree in Commerce (Accounting/Finance Option), Business Management (Accounting/Finance Option), Economics, or an equivalent qualification from a recognized Institution.
Passed Part III (Final) of the Certified Public Accountants (CPA III) Examination or its equivalent qualification.
Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and either the Institute of Internal Auditors (IIA) or Information Systems Audit and Control Association (ISACA).
Certification in Risk Management Assurance (CRMA) in good standing, Certified Fraud Examiner (CFE), OR Internal Audit Quality Assessor.
Proficiency in computer applications.
