Job Description
Garissa University College (GUC) is seeking a highly qualified professional for the position of Senior ICT Planning and Development Officer (GaU GRADE 13). This role entails the strategic development, implementation, and maintenance of university-wide information systems, ensuring they meet the highest institutional standards. The successful candidate will oversee the entire systems lifecycle, from analysis and design to maintenance and security, while also managing the university's ERP and e-learning infrastructures.
Key Responsibilities
Systems Lifecycle Management: Develop, implement, and maintain institutional systems; carry out systems analysis, design, and programmer specifications in liaison with university users.
Standards and Documentation: Ensure strict adherence to established ICT standards and supervise the compilation of comprehensive systems documentation.
Hardware and Maintenance: Supervise installation, certification, repairs, and maintenance of Information Communication Technology equipment and associated peripherals.
Technical Specifications: Recommend and supervise Hardware/Software specifications for all ICT equipment.
Infrastructure Administration: Administer and maintain web-based systems, database server configurations, and the university’s intranet.
Security and Governance: Maintain robust systems security and databases; document network configurations and passwords for critical systems; and enforce the implementation of ICT policies and procedures.
Strategic Planning: Assist in ICT planning, budgeting, and regular reporting to management.
Service Provider Management: Oversee outsourced ICT services and manage service provider relationships.
ERP & E-Learning: Supervise the installation, commissioning, and implementation of Enterprise Resource Planning (ERP) systems; deploy e-learning technologies to support blended and remote learning.
General Duties: Perform any other duties as may be assigned by the University Management.
Requirements for Appointment
Education: A Master’s degree in Computer Science, Information Technology, Electrical & Electronic Engineering, or an equivalent qualification from a recognized institution.
Experience: A minimum of eight (8) years of relevant work experience, with at least three (3) years specifically in a university setting.
Professional Certifications: Possession of at least one (1) certification from recognized bodies such as CCNP, CDCP, CCNA (Cloud/Industrial/IoT), MCSE, MCSA, MCSD, N+, A+, OCA, CISSP, Linux+, Network+, MCITP, CISA, CISM, or CGEIT.
Technical Proficiency: Demonstrable skills in cybersecurity and extensive knowledge of ERP systems, specifically Microsoft Navision Dynamics and Student Management Information Systems (SMIS).
Digital Learning: Advanced knowledge and experience in the deployment of e-learning technologies.
Regulatory Compliance: Must fulfill the requirements of Chapter 6 of the Constitution of Kenya.
