Role Overview
The Senior Deputy Director – Human Resource Management and Development (TSC Grade 4) provides strategic leadership in the development, coordination, and implementation of human resource policies and programs within the Commission. The role supports workforce planning, staff development, performance management, and institutional capacity strengthening across the teaching service.
Duties and Responsibilities
Strategic Leadership: Provide leadership in the formulation and implementation of human resource management policies.
Workforce Management: Coordinate workforce planning, recruitment strategies, and staffing initiatives within the Commission.
Performance & Career Development: Oversee staff performance management systems and career development programs.
Operations Supervision: Supervise human resource operations related to staff welfare, promotions, and professional growth.
Advisory Services: Advise senior management on human resource policy implementation and institutional workforce planning.
Regulatory Compliance: Monitor compliance with public service human resource management regulations.
Capacity Building: Coordinate staff training, development, and capacity-building programs.
Change Management: Support organizational change management and institutional development initiatives.
Requirements and Qualifications
Education: Minimum of a Bachelor's degree (BA/BSc/HND) in a relevant field.
Grade Alignment: Candidates must be suitable for TSC Grade 4.
Experience: Demonstrated senior-level leadership and extensive experience in human resource management and institutional development.
Regulatory Knowledge: Deep understanding of public service human resource management frameworks and regulations.
