Job Description
The Independent Policing Oversight Authority (IPOA) is seeking a Research Officer II to undertake research and implement strategies to generate new knowledge, inform policy, and support decision-making within the Authority and the broader policing sector, as guided by Section 6 of the IPOA Act. The role involves conducting rigorous policy analysis, managing data systems, and contributing to the civilian oversight mechanism of the National Police Service in Kenya.
Key Responsibilities
Support the implementation of research policies, strategies, guidelines, plans, and standards while ensuring compliance with relevant laws and statutes.
Conduct policy analysis to identify needs for legislative, procedural, and policy reforms within the policing sector.
Collect and collate data for the development of both internal and external research reports for the Authority.
Implement research frameworks and utilize specific tools for effective data gathering and analysis.
Conduct research related to the Authority’s mandate to inform decision-making and enhance police oversight.
Analyze public policy issues, identifying emerging trends and information that affect the Authority, stakeholders, and public programs.
Participate in the implementation of approved policy proposals and initiatives.
Maintain and update divisional records accurately.
Support the publication and dissemination of research findings to relevant stakeholders.
Requirements and Qualifications
Must possess a Bachelor’s Degree in any of the following fields: Economics, Business Management, Project Management, Statistics, Monitoring and Evaluation, Social Sciences, or an equivalent qualification from a recognized institution.
Must be proficient in computer applications with demonstrated expertise in using statistical packages for data analysis and management.
