Role Overview
Reporting to the Logistics Coordinator, the Regional Technical Referent (RTR) is the primary focal point responsible for applying technical expertise into field projects and providing strategic technical support to coordination and field teams across the region. The role ensures that operations align with MSF policies, guidelines, and procedures to support the broader operational objectives of the mission.
Responsibilities and Duties
Regional Support (Kenya Office Support Hub):
- Act as the primary focal point for biomedical concerns and advise the Logistics Coordinator on decision-making.
- Ensure compliance with internal regulations and rules set by the Médecins Sans Frontières contracting entity.
- Validate service providers and product-supplier partnerships in Kenya and the wider region, focusing on medical devices and spare parts.
- Oversee the implementation of new technical policies, procedures, and the deployment of equipment.
Biomedical & Laboratory Support (MSF-OCA):
- Provide specialized biomedical support for laboratory equipment used within MSF-OCA.
- Maintain strong collaboration with HQ laboratory advisors and in-country focal points for repairs and planning new activities.
- Provide hands-on support for the installation, maintenance, and repair of standard laboratory equipment.
- Coordinate technical assistance for non-standard or locally purchased equipment through direct support or supplier coordination.
- Organize and facilitate technical training sessions on behalf of MSF-OCA.
- Deliver third-line technical support to missions within the assigned portfolio.
- Update documentation on the Logistics Expertise Website and lead updates for MSF tools and systems.
Qualifications and Requirements
- Education: A Degree in Biomedical Engineering/Technology, Electronics, Electromechanics, or Medical Laboratory Technology.
- Experience: At least 2 years of significant professional experience in the relevant specialty area is required. Experience in international NGO field projects is mandatory; experience with MSF is a distinct advantage.
- Technical Knowledge: Hands-on experience with laboratory equipment maintenance and repair. Ability to assess environmental and electrical safety and implement preventive maintenance procedures.
- Management Skills: Strong knowledge of project management, team management, and training methodologies.
- Languages: Fluent in English and Kiswahili is essential.
- Mobility: Willingness to travel frequently (up to 50% of the time) to missions and headquarters locations.
