The Project Coordinator will provide technical leadership and coordination for the implementation of the AU-IBAR SCOPE project under the direct supervision of the FAO-RAF Senior Animal Production and Health Officer and the overall administrative supervision of the FAO Regional Office for Africa. The role is tasked with ensuring timely delivery of the project with quality results, aligning with FAO’s mandates, rules, and regulations.
Responsibilities
Project Work Planning
- Maintain a dashboard of the SCOPE project partners and maintain updated communication and coordination responding to partners' calls, aligning with FAO’s mandates, rules, and regulations.
- Coordinate and facilitate the development of detailed SCOPE project annual work plans relevant to FAO’s work in collaboration with AU-IBAR, implementing partners (IEs), delivery partners, and other key stakeholders.
- Prepare project procurement, travel, and recruitment plans for clearance by the Lead Technical Officer (LTO) and Budget Holder’s nominee.
- Formulate and facilitate the signing of contracts related to project implementation with implementing partners.
- Review and support Implementing Partners (IPs) in developing specifications and Terms of Reference (ToRs) for goods and services contracts.
Project Implementation Monitoring and Reporting
- Ensure sound implementation using adequate modalities including Operational Partners Implementation Modality (OPIM) and Letters of Agreement (LoA).
- Coordinate and supervise implementation of project activities contracted to IPs to ensure coordinated attainment of results.
- Ensure project implementation follows the log-frame and M&E framework, meeting milestones on time.
- Prepare and submit quarterly, half-yearly, and annual reports to FAO and the Pandemic Fund Secretariat based on IP results.
- Monitor planned project activities on a day-to-day basis and provide regular updates to the LTO.
- Act as Secretary to the FAO component of the SCOPE project Taskforce (PTF), conducting meetings twice a year.
Coordination/Collaboration and Synergy Building
- Lead and participate in coordination meetings including the Pandemic Fund Secretariat and FAO NSAH-CJW.
- Liaise with other pandemic fund projects to ensure efficient resource use and avoid duplication.
- Collaborate with stakeholders using the One Health approach to ensure coordinated implementation.
Leadership
- Provide technical leadership to ensure set targets and milestones are achieved on time.
- Manage and supervise human, material, and financial resources allocated to the project.
- Identify and act on constraints, escalating critical issues like delays, gaps, or risks to the LTO.
Qualifications and Experience
- Education: Advanced university degree from an institution recognized by IAU/UNESCO in Agriculture, Veterinary Medicine, Animal Science, Wildlife, One Health, Epidemiology, Biomedical Sciences, or relevant disciplines.
- Experience: At least five years of professional experience in managing complex, cross-functional projects involving multiple stakeholders, preferably within the One Health approach. (Consultants with a bachelor's degree need seven years of relevant experience).
- Language: Working knowledge (Level C) of English.
Technical/Functional Skills
- Intermediate knowledge (Level B) of French is considered an asset.
- Experience in planning and management of projects related to animal health, wildlife, and community development within Agrifood systems.
- Demonstrated ability to write technical and communication documents in English and French.
- Familiarity in drafting project procurement plans.
- Track record of strategic planning and leading implementation in livestock, public health, or environmental sectors.
- Understanding of FAO policies and programmes is a strong asset.
- Prior experience with monitoring and evaluation (M&E) plans.
