The Programme Officer for Digital Systems plays a key role in providing technical management for designated Digital Systems projects within the TMA ICT Digital Trade and Systems Strategy. The holder will execute delegated duties to achieve specific programme results and utilize their experience and skills to deliver projects in trade and transport sectors. This includes overseeing the implementation of digital trade systems, from conception to commissioning. The Programme Officer will assume Technical and Project lead roles for various projects within the Digital Systems Programme and the broader Market Access Portfolio.
Responsibilities
- Collaborate with the Programme Manager for Digital Systems to implement Digital Trade and Systems initiatives under Market Access and Business Competitiveness outcomes.
- Assist the Director, Digital Systems in designing and implementing innovative Digital Technologies and Systems for Trade.
- Work closely with the Programme Management Team to effectively plan and implement the Digital System programme and projects.
- Drive innovation by developing specific trade use cases applicable to emerging and trending ICTs (AI, Blockchain, etc.).
- Design and Implement Digital Systems solutions for assigned projects.
- Oversee technical delivery by coordinating with other managers and acting as Technical Lead for designated projects.
- Provide technical and project management oversight during the software development lifecycle (SDLC) and ensure quality assurance.
- Develop and update project and technical documents including Concept Notes, Project Appraisal Reports, Project Charters, and System Manuals.
- Oversee procurement processes and manage contracts with suppliers to ensure value for money.
- Support the development of Results Frameworks and monitor project outcomes regularly.
- Maintain positive relationships with stakeholders and partners.
- Facilitate proper communications management throughout the project implementation phase.
- Support collaboration with other TMA teams requiring ICT specialty.
Requirements
- Academic Qualifications: An undergraduate or postgraduate degree in Computer Science, Information Systems, Information Technology, Business Technology, or a closely related discipline.
- Experience: At least 5 years of relevant experience for undergraduate degree holders or 3 years for postgraduate degree holders.
- Technical Expertise: At least 3 years of experience in software development environments, designing complex digital solutions, and working as a software developer or business analyst.
- Technology Exposure: Prior experience with emerging technologies such as Artificial Intelligence (AI), Advanced Data Science, and Distributed Ledger Technologies (Blockchain).
- Domain Knowledge: Understanding of trade facilitation agencies' business processes and information systems used in Africa is highly desirable.
- Project Management: Proven ability to manage complex ICT projects with multiple stakeholders using Agile frameworks.
- Management Skills: Skills in financial management, budgeting, and results management for ICT projects.
