As a Programme Officer for the Kumwe Hub in Dadaab, you will be the key focal point responsible for coordinating and implementing a refugee-led Early Childhood Development (ECD) project. The role involves facilitating participatory design workshops with refugee mothers, monitoring project progress, and providing hands-on problem-solving for operational and financial challenges. You will work under the principles of the 'Half Double' project management methodology, participating in sprint planning and retrospectives to ensure impactful outcomes for refugee and host community families.
Key Responsibilities
Project Coordination and Implementation
- Act as a key focal point for Kumwe Hub in the Dadaab refugee camp, ensuring team awareness of challenges and opportunities.
- Facilitate participatory design workshops with refugee mothers and community members to co-create the ECD model.
- Support the planning, implementation, and day-to-day coordination of the refugee-led ECD project.
- Monitor the progress of ECD centers throughout the setup and operational phases.
- Provide hands-on support and problem-solving for operational, financial, or community-related challenges.
- Perform project management using Half Double principles, including monthly and weekly sprint planning.
Stakeholder Engagement
- Facilitate information sessions and consultation meetings with refugee communities, government representatives, camp management, UNHCR, and other partners.
- Mobilize stakeholders to support the establishment of refugee-led, for-profit childcare businesses.
- Represent Kumwe Hub in coordination meetings and public forums, delivering presentations as needed.
- Build and maintain trust-based relationships with refugee entrepreneurs, community leaders, and private sector actors.
- Act as the primary relationship manager for refugee mothers and entrepreneurs engaged in the project.
Business Support and Documentation Review
- Review business and operational documents submitted by ECD businesses, including equipment lists, partnership agreements, and grant documentation.
- Provide constructive feedback to ensure financial sustainability and compliance with donor policies.
- Support the finalization of partnership Memorandums of Understanding (MOUs) and grant documents.
Monitoring, Financial Tracking, and Impact Assessment
- Monitor performance against business plans, operational targets, and child safeguarding standards.
- Track disbursement and repayment of loans provided to ECD businesses.
- Support impact data collection related to child development and women’s economic participation.
- Conduct regular site visits to verify activities and service quality.
- Document lessons learned, risks, and success stories for reporting.
Local Context and Innovation
- Provide analysis of socio-economic and cultural contexts in Dadaab to inform program adaptation.
- Identify and resolve barriers affecting refugee-led business operations.
- Promote innovative approaches that strengthen refugee leadership and ownership.
