The United Nations Environment Programme (UNEP) is seeking a Programme Management Officer at the P4 level to support the UN Special Envoy in various capacities related to the environment, climate change, and natural resources. This role is pivotal in bridging scientific analysis and policy-making within the Horn of Africa region, ensuring that environmental challenges are addressed through data-driven planning and strategic cooperation.
Responsibilities
- Strategic Support: Assist the UN Special Envoy in all aspects of work relating to environment, climate change, natural resources, biodiversity, and related issues.
- Analysis and Evaluation: Develop analysis regarding environment and climate change; review relevant documents and reports; identify problems and initiate corrective actions.
- Advisory Functions: Perform advisory assignments in collaboration with UN, government, and international counterparts, including IGAD, to facilitate science-based policy-making.
- Policy Development: Coordinate policy development, review trends, and serve as rapporteur for Pillar 3 of the UN regional strategy for the Horn of Africa.
- Data Management: Generate survey initiatives, design data collection tools, and interpret responses to identify critical issues.
- Reporting: Prepare written outputs including background papers, analyses, sections of reports, and studies.
- Meeting Coordination: Provide substantive backstopping to consultative meetings and conferences, proposing agenda topics and preparing presentations.
- Outreach and Training: Initiate and coordinate outreach activities, conduct training workshops, and make presentations on assigned topics.
- Field Missions: Lead or participate in field missions, providing guidance to UN and government officials and drafting mission summaries.
- Data Visualization: Collect and analyze data to identify patterns, providing insights through graphs, charts, and tables for data-driven decision-making.
- Internal Liaison: Regularly liaise with the UNEP Disasters and Conflict Branch to ensure strategic cooperation and mandate alignment.
Requirements
- Education: An advanced university degree (Master's degree or equivalent) in environment, development studies, international relations, geography, economics, or a related field. A first-level university degree with two additional years of experience may be accepted in lieu of the advanced degree.
- General Experience: A minimum of seven (7) years of progressively responsible experience in international affairs, project or programme management, or administration is required.
- Specialized Experience: Experience in political analysis and advice is mandatory. Experience in climate change impacts analysis and strategy development in a conflict setting is required.
- Desired Qualifications: Completion of programs in data analytics or data science; experience working in the Horn of Africa; experience with government and intergovernmental counterparts; and proven experience in policy advocacy.
- Skills: Proficiency in data visualization, strategic planning, and stakeholder engagement in conflict-affected contexts.
