Information about the role
The United Nations Office for Project Services (UNOPS) is seeking a Programme Management Advisor to lead and support the implementation of the ASEAN Power Grid (APG) Memorandum of Understanding (MoU) and the ASEAN Plan of Action on Energy Cooperation (APAEC) 2026-2030. This role is focused on advancing regional energy integration, multilateral power trade, and energy transition across Southeast Asia through strategic planning, stakeholder coordination, and technical advisory services.
Responsibilities and Duties
Strategic Planning and Project Implementation
- Identify strategic opportunities for regional and country-level support for implementation of the APG MoU and APAEC 2026-2030 goals.
- Focus on fostering regional integration, multilateral power trade, energy security, and sustainability.
- Develop technical Terms of Reference (ToRs) and manage the quality of knowledge products during project design and implementation.
- Deliver capacity-building workshops to increase awareness and consensus on regional energy connectivity and energy transition issues.
Data Collection, Research, and Analysis
- Conduct targeted research from government reports, stakeholders, and partners to inform program design.
- Map stakeholders, institutional frameworks, and policy gaps in priority countries.
- Analyze findings to identify bottlenecks and opportunities for program effectiveness.
Partnership-building and Stakeholder Coordination
- Collaborate with ASEAN Member States, regional organizations, and development partners to ensure project buy-in.
- Develop resource mobilization strategies and engage with potential donors.
- Travel within the region as needed to support program delivery and engagement.
Reporting and Knowledge Management
- Prepare high-quality reports, briefing notes, and summaries on project progress and lessons learned.
- Maintain records for reporting against the Results-Based Monitoring Framework.
- Support the development of internal and external knowledge products like case studies and slide decks.
Administrative and Operational Support
- Maintain work plans, task trackers, and project documentation.
- Prepare presentation materials for donor briefings and external meetings.
Qualifications and Experience
Education Requirements
- An Advanced University Degree (Master’s or equivalent) in Energy Policy, Energy Systems, Environmental Engineering, Renewable Energy, Public Policy, Climate Change, Economics, Sustainable Development, Electrical Engineering, or a related field with at least 7 years of relevant experience.
- OR a First-level university degree (Bachelor’s or equivalent) in the above-mentioned fields with at least 9 years of relevant experience.
Experience Requirements
- Experience supporting the implementation of technical assistance or development programs in the energy, environment, climate, or infrastructure sectors.
- Experience working in or with Southeast Asian countries and ASEAN is required.
- Demonstrated experience in program implementation, stakeholder coordination, or technical research in cross-border power trade.
- Computer literacy in Microsoft Office and Google Workspace.
