The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the world's environmental agenda and promotes the coherent implementation of the environmental dimension of sustainable development within the UN system. UNEP is seeking a Programme Evaluation Specialist for a home-based assignment to conduct the Mid-Term Review (MTR) for the project ‘Preventing and addressing the degradation of freshwater and marine ecosystems from source-to-sea.’ The specialist will evaluate project progress, management effectiveness, and impact while providing documentation of lessons learned and recommendations for future improvement.
Responsibilities
Prepare an inception report and methodology for carrying out the Mid-Term Review (MTR).
Define the objectives and scope of the MTR using standard UNEP evaluation criteria.
Develop survey questionnaires, guiding questions for interviews, and focus group discussions.
Refine the scope of the MTR, outlining methodologies and defining a clear workplan within the inception report.
Prepare MTR preliminary findings reports and deliver presentations to stakeholders.
Draft the comprehensive MTR report, including reviews of project progress, analysis of management/strategy effectiveness, and documentation of lessons learned.
Adhere to standard UNEP review processes and work closely with the Source-to-Sea Pollution Unit Team.
Address review comments from the UNEP team to finalize the MTR report.
Qualifications and Special Skills
Education: An advanced university degree (Master's or equivalent) in environmental sciences, engineering, economy, international development, or other relevant natural sciences is required. A first-level university degree with relevant additional experience may be accepted in lieu of the advanced degree.
Experience:
Minimum of 2 years of experience in conducting mid-term reviews or evaluations for UN Agencies on multi-country projects or programmes is required.
Experience working with multi-disciplinary teams is required.
At least 2 years of experience working on projects related to wastewater, nutrient pollution, or sand extraction is highly desirable.
Experience in evaluating large, regional, or global programmes using a Theory of Change approach is required.
Technical Knowledge: A comprehensive understanding of key issues related to land-based sources of pollution (wastewater, nutrients, PADH) and the source-to-sea approach is desirable.
Competencies: Excellent research, writing, and communication skills; computer literacy; ability to manage pressure and meet tight deadlines; and a systems-thinking mindset.
