Programme Coordinator (Peace, Recovery, and Solutions)

Responsibilities and Accountabilities

• Portfolio Management: Manage the Peace, Recovery, and Solutions programme portfolio of the Mission, ensuring compliance with IOM policies, standards, and donor requirements by overseeing operational, administrative, and technical aspects, and backstopping financial management as required.
• Programme Implementation: Manage programme implementation to maintain quality standards and meet donor requirements.
• Monitoring & Corrective Action: Monitor the programme to ensure effective and timely delivery of results against workplans, budgets, and targets; identify implementation bottlenecks and execute corrective actions in coordination with senior management.
• M&E and Learning: Adopt sound Monitoring, Evaluation (M&E), and Learning frameworks to promote continuous improvement. Work closely with the M&E team to ensure IOM guidelines are followed.
• Staff Leadership: Recruit, train, and manage programme staff to ensure programme components are well synchronized and mutually reinforcing.
• Partnership Building: Establish and maintain strong partnerships with the Government of Kenya at sub-county, county, and national levels, as well as implementing partners, UN agencies, CSOs, and local communities. Represent IOM in relevant meetings and workshops.
• Reporting: Prepare and compile regular donor reports in coordination with relevant IOM Kenya staff and donor-managing missions.
• Stakeholder Engagement: Ensure frequent information exchange with donors and stakeholders on operational aspects; organize donor meetings and learning events as needed.
• Project Development: Develop new projects addressing the needs of displacement-affected or at-risk communities, focusing on resilience-building, socio-economic development, livelihood support, and natural resource management.
• Visibility & Communications: Coordinate with the Communications team and donor-managing missions to produce high-quality visibility materials, including human-interest stories, videos, and photographs.
• Cross-Cutting Integration: Integrate resilience-building approaches, gender, Accountability to Affected Populations (AAP), environmental protection, and conflict sensitivity in programming.
• Donor Oversight: Provide oversight for Korea International Cooperation Agency (KOICA) and other donor requirements including planning, implementing, monitoring, reporting, and documentation.

Qualifications and Experience

Education

• Master’s degree in Social Sciences, International Relations, Development Studies, Law, or a related field from an accredited academic institution with at least 5 years of relevant professional experience; OR
• University degree in the above fields with at least 7 years of relevant professional experience.
• Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience

• Professional experience in livelihood and economic empowerment, Water, Sanitation and Hygiene (WASH), climate change, and migration with UN agencies, public institutions, or international organizations.
• Experience in project management and project development.
• Proven experience in establishing and maintaining strong working relations with relevant government counterparts, donors, CSO partners, and international organizations.
• Working experience engaging with KOICA is a strong asset.

Skills & Competencies

• Excellent written and verbal communication and negotiation skills.
• Good knowledge of principles and practices of project management and monitoring and evaluation.
• Proven resource management skills with familiarity with budget/financial administration.
• Knowledge of a broad range of migration-related subject areas.

Languages

• Fluency in English (oral and written) is required.
• Working knowledge of Korean and another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an advantage.
