Reporting to the Program Manager, the Program Officer will support the implementation of the SWITCH Kenya Green program in Kwale. This role overall supports the Program Manager in managing all activities, compliance, and consortium/stakeholder communications, tracking work plans, and ensuring quality progress reports. The officer is also responsible for filing and documentation, providing programmatic support to partners, and maintaining a Gender Equality and Social Inclusion (GESI) tracking plan.
Key Responsibilities
Program Implementation
Contribute to the planning and implementation of the Hivos plan of work, including supporting lobby, advocacy, and policy influencing efforts at national and county levels.
Support internal and external communications, including publishing articles and blog posts, commissioning relevant communications products, and guiding the overall strategy with support from the communications officer.
Manage event logistics, campaign planning, and routine tracking of related budgets and expenditures.
Grant Making
Support SWITCH Kenya Green grant management efforts by maintaining relationships with program partners, including routine check-ins and timely follow-up on deliverables.
Communicate deadlines, updates, and other relevant information to partners.
Support the timely disbursement of funds with conclusive and well-documented paperwork.
Assist partners in implementation efforts and support MEL processes, including data consolidation, quality checks, and documentation of learnings.
Filing & Archiving
Maintain organized, up-to-date digital program files according to Hivos document management standards.
Ensure all partner documentation (contracts, reports, MEL tools, disbursements) is accurately filed and accessible for audits.
Track and archive incoming and outgoing correspondence with consistent version control.
Support the Program Manager and Finance Officer in preparing documentation for audits, evaluations, and compliance checks.
Qualifications and Requirements
Bachelors’ degree in social sciences, development studies, public policy, environmental studies, project management, or a related field (Master’s degree is an added advantage).
Minimum of 4 to 5 years of experience in program management or project coordination, preferably within an NGO context.
Working knowledge of green/circular economy and MSME ecosystems.
Additional certification in project management, MEL, or grant management is desirable.
Strong project coordination, multitasking, and budget tracking abilities.
Excellent writing, documentation, and communication skills.
Proficiency in MS Office and basic project/MEL tools.
Strong analytical and problem-solving skills.
