IsraAID, founded in 2001, is a non-profit, non-governmental organization committed to providing life-saving disaster relief and long-term support. The Program Manager WASH will report to the Area Program Coordinator and proactively oversee all WASH projects in Kenya through all components of the project management cycle, providing ongoing managerial support to coordinators. The role involves leading the design, planning, and implementation of high-quality, contextually relevant WASH interventions that deliver measurable impact.
Responsibilities
Program Management & Technical Oversight
- Lead the design and implementation of WASH projects ensuring technical excellence in water supply systems, sanitation infrastructure, and hygiene promotion.
- Develop technical designs, Bill of Quantities (BoQs), and quality assurance frameworks.
- Ensure clear objectives and impact-oriented implementation plans for all direct and indirect beneficiaries.
- Collaborate with the MEAL Officer to ensure effective monitoring and evaluation processes.
- Monitor budget implementation against programmatic targets.
- Oversee timely reporting to internal stakeholders and donors, ensuring compliance with contract requirements.
- Organize project meetings covering all aspects of planning and implementation.
Staff Management & Professional Support
- Supervise the WASH programs team and program officers.
- Coordinate with HQ sector leads for technical guidance and adherence to global best practices.
- Identify staff training needs and facilitate capacity-building initiatives.
Strategy and Planning
- Implement yearly strategic planning for WASH programs.
- Support local partners in designing realistic WASH interventions.
- Identify and collect best practices for knowledge sharing and program improvement.
Administrative and Financial Management
- Secure strategic funding opportunities and develop grant proposals.
- Coordinate procurement and logistics for all WASH resources and equipment.
- Ensure all administrative and procurement requirements are met efficiently.
External Coordination
- Represent IsraAID at WASH coordination meetings and technical working groups with authorities and donors.
- Foster collaboration with local partners, government departments, INGOs, and private sector actors.
- Identify advocacy and research opportunities to strengthen program impact.
Requirements
- At least a Bachelor’s Degree in Civil/Environmental/Soil and Water Engineering, Water Resources Management, Public Health, or a related field (Master’s degree is an added advantage).
- Over 5 years of progressive experience in program management, leadership, and design.
- At least two years of senior management experience in conflict or post-conflict settings.
- Experience in stakeholder management, partnership building, and networking.
- Proven success in proposal development and writing Log Frames/budgets.
- Strong financial management skills and experience interpreting financial reports.
- Sound understanding of logistics and procurement management functions.
