The Procurement Officer at the Management University of Africa (MUA) is responsible for managing the end-to-end procurement process. The primary objective is to ensure the timely and cost-effective acquisition of goods and services while maintaining strict compliance with university policies and Kenyan regulatory requirements, specifically the Public Procurement and Asset Disposal Act (PPADA).
Key Duties and Responsibilities
Procurement Planning & Strategy
Coordinate and implement procurement plans aligned with the university's strategic objectives.
Maintain and regularly update the supplier database and procurement records.
Monitor procurement budgets to ensure cost-effectiveness and prevent wastage.
Sourcing & Supplier Management
Identify, evaluate, and negotiate with suppliers to obtain the best value for the university.
Ensure supplier compliance with legal, regulatory, and ethical procurement standards.
Source, evaluate, and prequalify suppliers to ensure high-quality goods and services.
Manage supplier relationships and ensure timely contract renewals.
Tendering & Contract Management
Prepare and issue tender documents, Request for Quotations (RFQs), and Request for Proposals (RFPs).
Evaluate bids, quotations, and proposals to ensure adherence to procurement guidelines.
Facilitate contract negotiations and ensure proper documentation and execution.
Manage the entire tendering process, including bid invitations, evaluation, and awarding.
Compliance & Risk Management
Ensure all activities comply with the Public Procurement & Asset Disposal Act (PPADA) 2015 and other relevant regulations.
Mitigate procurement risks by implementing internal controls and ethical purchasing practices.
Inventory & Asset Management
Ensure proper documentation and tracking of all procured assets.
Process purchase orders and ensure timely delivery of goods and services.
Reporting & Documentation
Maintain accurate procurement records and prepare periodic reports on activities, contract performance, and cost savings.
Stakeholder Engagement
Liaise with university departments to determine procurement needs and provide guidance on policies and best practices.
Requirements, Knowledge, and Experience
Education: A Master’s degree and a Bachelor's degree in Business, Procurement, or Supply Chain Management from a recognized University.
Professional Certification: Must hold professional certification such as CIPS or KISM.
Experience: Minimum of 3-5 years of experience in procurement, preferably within an academic or public institution.
Legal Knowledge: Strong understanding of Kenyan procurement laws, specifically the Public Procurement & Asset Disposal Act (PPADA) 2015.
Technical Skills: Proficiency in ICT, e-procurement systems, and ERP software.
Soft Skills: Strong negotiation, analytical, and problem-solving skills.
