Micro and Small Enterprise Authority (MSEA)
The Principal Planning Officer (MSEA Grade 4) is a senior role within the Micro and Small Enterprise Authority responsible for coordinating strategic planning and performance management. The officer initiates the development of internal policies, advises the Director on strategic issues, and ensures that the Authority's activities align with national policy frameworks. This position involves significant oversight of corporate monitoring, evaluation, and organizational performance reporting.\n\n### Responsibilities\n- Initiate development and review of internal policies, regulations, and guidelines.\n- Execute internal policies and strategic plans.\n- Advise the Director on strategic issues impacting the Authority.\n- Develop agenda items for management regarding strategic planning and performance management.\n- Align Authority strategies with national policy plans.\n- Undertake studies and implement reports as per the strategic plan and performance contract.\n- Initiate the development and review of the Strategic Plan.\n- Coordinate corporate performance management processes across all departments.\n- Monitor the implementation of the Strategic Plan.\n- Develop programs and approve budgets for corporate monitoring and evaluation.\n- Submit quarterly and annual organizational performance reports to management and the Board.\n- Prepare, implement, and evaluate work plans and Performance Contracts (PC).\n- Develop frameworks for stakeholder collaborations.\n\n### Requirements and Qualifications\n- Bachelor's degree in Economics, Public Policy, Statistics, Mathematics, Strategic Management, Public Administration, Project Planning and Management, or related disciplines.\n- Master’s degree in Economics, Public Policy, Statistics, Mathematics, Strategic Management, Public Administration, Project Planning and Management, or related disciplines.\n- At least eight (8) years of relevant work experience, with three (3) years in a supervisory position.\n- Completion of a Management Course lasting at least four (4) weeks.\n- Proficiency in computer applications.\n- Demonstrated merit and ability in work performance and results.\n\n### How to Apply\nApplications should be sent via post or hand-delivered to the Chief Executive Officer at the address below.
