The Principal Monitoring and Evaluation Officer will lead the design, implementation, and review of monitoring and evaluation frameworks to ensure that the Affordable Housing Board's projects and programs align with strategic objectives and the constitutional mandate for adequate housing in Kenya. This role is responsible for tracking performance indicators, conducting feasibility studies, and maintaining a robust data management system to support evidence-based decision-making.
Key Responsibilities
Implement policies, strategies, standards, guidelines, and procedures related to planning, monitoring, and evaluation.
Lead the development, implementation, and review of the Board’s strategic plan, service charter, and performance contracts.
Develop organizational work plans and ensure alignment with the approved budget.
Coordinate the development and maintenance of the performance management framework.
Establish a comprehensive framework for the monitoring and evaluation of the Board’s projects and programmes.
Design and review monitoring and evaluation tools for data collection and analysis.
Conduct regular monitoring and evaluation of various Board projects and programmes.
Develop and maintain an up-to-date master database for key performance indicators on projects and support activities.
Coordinate feasibility studies for all service delivery projects to ensure viability.
Undertake service delivery surveys to measure impact and efficiency.
Coordinate the preparation of the Board’s periodic status and performance reports.
Requirements and Qualifications
A cumulative service period of nine (9) years with relevant work experience.
At least three (3) years of experience at the grade of Senior Monitoring and Evaluation Officer or in a comparable position.
Bachelor’s degree in Economics, Statistics, Economics and Mathematics, or an equivalent qualification from a recognized institution.
Membership in a relevant professional body.
Certificate in a Management Course lasting at least four (4) weeks from a recognized institution.
Proficiency in computer applications.
Compliance with the requirements of Chapter Six (6) of the Constitution of Kenya.
Demonstrated merit and ability as reflected in work performance and results.
