Role Overview
The Principal Digital Health Officer is responsible for overseeing the development, implementation, and maintenance of digital health systems, informatics frameworks, and point-of-care solutions. This role ensures compliance with national and international standards while building capacity among healthcare professionals across various domains including health informatics, systems maintenance, and certification.
Key Responsibilities
Point of Care Services
- Developing initial drafts of policies, strategies, standards, guidelines, legislation, and regulations on point of care solutions.
- Implementing concept notes, gap analysis guidelines, and deployment plans for point of care solutions.
- Engaging stakeholders to align with clinical and system goals and implementing risk mitigation strategies.
- Defining user roles and permissions, and conducting training and user support.
- Implementing user authentication guidelines on the patient portal and developing SOPs for data collection.
- Managing data quality protocols and overseeing the upgrade or decommissioning of point of care solutions.
Health Informatics
- Developing comprehensive policies, standards, and guidelines for aggregate health information systems.
- Creating regulatory frameworks and legislation for health information management and data security.
- Conducting data protection impact assessments and reviewing system requirement specifications.
- Managing system upgrades, technical enhancements, and decommissioning of outdated systems.
- Integrating new data sources into reporting platforms and standardizing health data metrics.
- Establishing data cleaning, validation, and aggregation workflows.
- Designing data collection tools and conducting trend analysis, pattern recognition, and predictive modeling.
- Monitoring system performance and managing visualization dashboards.
Health Information Management
- Developing drafts for digital health, informatics, and research policies.
- Implementing concept notes and deployment plans for health information exchange (HIE).
- Reviewing and updating HIE system requirement specifications and conducting pre-tests.
- Monitoring and evaluating HIE registries and managing upgrade/decommissioning plans.
Systems Support and Maintenance
- Training staff on health systems queries and troubleshooting workflows.
- Gathering insights from end users to identify challenges and improve service levels.
- Implementing support desk policies, incidence management protocols, and reporting metrics.
- Assessing security compromises of sensitive patient or financial data.
Standards & Compliance
- Mapping system gaps against international standards and frameworks.
- Strengthening data policies and implementing compliance plans for digital health systems.
- Educating stakeholders on the importance of standards and compliance.
- Conducting periodic reviews (annually or biannually) to ensure relevance and effectiveness.
Certification
- Verifying documentation submitted by healthcare providers for certification.
- Organizing regular audits and follow-up inspections to maintain compliance.
- Assessing digital health solutions (telemedicine, EHR) for compliance with Kenyan regulations.
- Investigating and responding to breaches of digital health compliance.
Capacity Building
- Assessing digital literacy levels of healthcare professionals and identifying knowledge gaps.
- Promoting the understanding of digital health tools to improve care quality and efficiency.
- Updating healthcare providers on emerging technologies through refresher courses.
- Implementing cybersecurity measures to safeguard user information.
Required Compliance Certificates
Successful candidates will be required to provide:
- Certificate of Good Conduct from Directorate of Criminal Investigation (DCI)
- Certificate of compliance from Higher Education Loans Board (HELB)
- Tax Compliance Certificate from Kenya Revenue Authority (KRA)
- Current Self Declaration form from Ethics and Anti-Corruption Commission (EACC)
- Certificate from Credit Reference Bureau (CRB)
