The Affordable Housing Board is established under the Affordable Housing Act to manage the Affordable Housing Fund and facilitate the provision of affordable housing to Kenyans. The Principal Accountant is responsible for implementing financial policies, ensuring internal controls, and managing the board's accounting systems in compliance with government regulations.
Key Responsibilities
Implementing policies, strategies, legislations, guidelines, and programs related to accounting.
Establishing and maintaining an effective system of internal control adhering to policies.
Reconciling creditors ledgers, general ledgers, and cash book accounts per financial regulations.
Ensuring revenue receipts are posted timely in line with financial procedures.
Coordinating the preparation of payment vouchers, cheque books, and cashbook records.
Initiating domestic and foreign borrowing in accordance with existing laws.
Coordinating forums with potential financing partners and developing resource mobilization reports.
Ensuring all payments and receipts conform to government circulars and accounting regulations.
Maintaining books of debtors, managing debt accounts, and monitoring payments.
Ensuring accuracy of computations and monitoring postings of payments.
Interpreting financial policies for sound accounting principles, including management of PAYE, VAT, and other statutory deductions.
Responding to audit queries and preparing monthly tax returns.
Recommending risk mitigation measures and developing business continuity plans for the department.
Requirements & Qualifications
Minimum of nine (9) years of relevant work experience, with at least three (3) years at the grade of Senior Accountant or in a comparable position.
Bachelor’s degree in Commerce (Accounting or Finance option), Business Administration (Accounting option), or equivalent qualification from a recognized institution.
CPA (K) or equivalent qualification from a recognized institution.
Member of the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing.
Management course lasting not less than four (4) weeks from a recognized institution.
Proficiency in computer applications.
