Artemis Outsourcing Ltd, on behalf of its client in the NGO sector, is seeking a Primary Health Care (PHC) Consultant to be based at the Ministry of Health (MOH) in Kenya.
Background
Kenya’s commitment to achieving Universal Health Coverage (UHC) is anchored in the constitutional "right to the highest attainable standard of health" and articulated through successive national health strategies and reforms. Primary Health Care (PHC) remains the cornerstone of this vision. The Kenya Primary Health Care Strategic Framework 2019–2024 and the Primary Care Networks (PCN) Guidelines 2021 have been central to advancing this agenda. Notable achievements include the scale-up of digitally enabled community health promoters, increased access to essential services, expansion of integrated service delivery models, and enhanced coordination across KEPH levels.
Purpose of the Consultancy
The purpose of this technical support consultancy is to provide the Ministry of Health of Kenya’s Directorate of Primary Health Care with timely and strategic assistance to conduct an end term review of the Kenya Primary Health Care Strategic Framework (KPHCSF 2019-2024). The consultant will evaluate progress, design a sound methodology, conduct desk reviews, field assessments, and stakeholder consultations, synthesize lessons learned, and draft the final End Term Review (ETR) report.
Key Duties and Responsibilities
- Methodology Development: Support the development and implementation of a sound methodology for undertaking a credible end-term review of the Kenya PHC Strategic Framework 2019-2024 and accompanying PCN guideline 2021, articulated through an inception report.
- Data Collection & Ethics: Develop data collection tools utilizing a mix of primary (FGDs, KIIs, survey questionnaires) and secondary data abstraction (KHIS, eCHIS, LMIS, GIS mapping). Develop an ETR ethics submission package (protocol and tools).
- Field Support: Lead training of data collectors, participate in field data collection, and ensure quality assurance of ETR datasets.
- Analysis & Reporting: Lead data management (curation and analysis) and draft the ETR Report with input from key stakeholders.
- Stakeholder Presentation: Prepare and deliver summary presentations and syntheses of key lessons and recommendations for key stakeholders.
- Report Finalization: Revise and submit the final ETR report based on stakeholder feedback, along with underlying data.
- Engagement: Engage MOH, partners, COG, and counties to ensure optimal and meaningful participation in the ETR process.
- Ad-Hoc Tasks: Carry out additional tasks as instructed by the Director for Primary Health Care and designates.
Key Qualifications & Requirements
- An advanced university degree in public health, biostatistics, public policy, epidemiology, or other relevant fields.
- A minimum of ten (10) years of progressive, hands-on relevant work experience in the review/evaluation/assessment of national public health programs, health policies, and strategic plans in Kenya or a similar context.
- Strong background and expertise in the evaluation of PHC strategies, policies, or plans is highly desirable.
- Proven track record in similar collaborations with the Ministry of Health in Kenya.
- Experience in writing/drafting reviewing/evaluation reports.
- Proof of membership or affiliation with an evaluation society or engagement with health systems and policy research networks is considered an asset.
- Experience and familiarity with statistical methods, mixed methods, or qualitative approaches, and managing/processing data using online or digital platforms.
- Proven experience in effective stakeholder engagement and participatory approaches.
- Strong communication skills with the ability to present technical concepts clearly and articulately.
- Fluency in English and Kiswahili, both oral and written.
