CARE International is a major humanitarian agency delivering emergency relief and long-term international development projects. The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer is responsible for establishing and managing the project's MEAL system, ensuring program quality and adherence to donor requirements and CARE standards.
Roles and Responsibilities
MEAL System Design and Project Preparation Support (40%)
- Support the establishment of the project Monitoring, Evaluation, Accountability and Learning (MEAL) system during the preparation phase.
- Collaborate with the Project Manager and PQLA Manager to develop the project Results Framework, MEAL Plan, and Performance Indicators aligned with donor requirements and CARE Program Quality standards.
- Support the design and implementation of baseline studies, needs assessments, and contextual analyses to inform project targeting and design.
- Develop and standardize data collection tools, monitoring templates, and reporting formats.
- Establish data management systems and beneficiary databases for tracking project participants.
- Integrate gender-responsive and conflict-sensitive indicators within the MEAL system.
- Support the development of detailed project implementation plans (DIP) and monitoring frameworks.
Monitoring, Data Management and Reporting (25%)
- Conduct routine monitoring of project activities and outputs.
- Perform regular data verification and data quality assurance (DQA) processes to ensure accurate and reliable project data.
- Maintain organized project databases and ensure proper archiving of monitoring data.
- Prepare internal monitoring reports, progress updates, and donor reports.
- Provide technical support to project staff and partners on data collection and reporting processes.
- Consolidate monitoring data to inform project planning and adaptive management.
Accountability and Community Engagement (15%)
- Establish Accountability to Affected Populations (AAP) mechanisms, including feedback and complaints response mechanisms.
- Ensure stakeholders are informed about project objectives and feedback channels.
- Facilitate community consultations and participatory monitoring to engage women, youth, and marginalized groups.
- Track and report feedback received from communities to inform decision-making.
Learning, Documentation and Knowledge Management (15%)
- Document lessons learned, promising practices, and innovations emerging from the project.
- Facilitate periodic reflection and learning sessions with staff and partners.
- Archive project MEAL documentation, reports, and datasets properly.
- Contribute to CARE’s MEAL communities of practice.
Other Responsibilities (5%)
- Participate in coordination meetings with government, partners, and stakeholders.
- Support field visits, monitoring missions, and learning events.
- Undertake other MEAL-related assignments as delegated.
Qualifications and Requirements
- Degree in Monitoring and Evaluation, Impact measurement, Project management, Statistics, Social sciences, or a related field (or equivalent experience).
- Master’s degree in project management and planning, statistics, or social sciences is an added advantage.
- At least five years of work experience in monitoring and evaluation.
- Strong understanding of MEAL systems design in development or humanitarian contexts.
- Experience supporting baseline studies, research processes, and needs assessments.
- Knowledge of participatory monitoring and community feedback mechanisms.
- Proficiency in digital data collection platforms such as ODK, Kobo, CommCare, SurveyCTO, or similar.
- Demonstrated experience conducting Data Quality Assessments (DQAs).
- Ability to translate data into clear reports, dashboards, and learning products.
- Understanding of gender equality and social inclusion in MEAL systems.
- Familiarity with climate resilience, natural resource management, or peacebuilding programming is an added advantage.
