The Managing Director at the National Cereals and Produce Board (NCPB) provides strategic leadership in the identification, review, and implementation of policies, strategies, and programmes to realize the Board’s social/market intervention role of promoting food and nutrition security in the country and profitably trading commercially in various grain and related products and services. As the Chief Executive Officer and Accounting Officer, you will provide overall oversight, direction, and control of the Board’s operations to ensure activities are managed professionally, efficiently, and effectively to meet mission and vision objectives.
Responsibilities
- Serve as the Chief Executive Officer and the Accounting Officer of the Organization.
- Provide overall oversight, direction, and control of the Board’s operations.
- Direct administrative functions and spearhead organizational development to respond to emerging issues.
- Ensure proper human resource management practices to attract and retain quality staff.
- Foster a corporate culture that promotes ethical practices and good corporate citizenship.
- Develop and maintain effective relationships with various stakeholders.
- Oversee the development and implementation of efficient systems for performance and service delivery.
- Oversee the administration of the National Food Reserve (NFR) and the Country’s Food Balanced Sheet Committee (FBSC).
- Oversee the functioning of the agricultural hub-model approach in a network of 110 stations.
- Spearhead the introduction and promotion of the Warehouse Receipt System (WRS).
- Advise the Government on food production and incentives systems.
- Coordinate the preparation of business proposals and mobilize resources.
- Coordinate preparation of budgets and annual plans in liaison with senior management.
- Ensure effective communication between management and the Board.
- Act as the official spokesperson of the Organization.
Requirements and Qualifications
- Served for at least fifteen (15) years, five (5) of which must be at a Senior Management level.
- Bachelor's degree in Agriculture, Economics, Business, Marketing, Agricultural Economics, Law, Food Science, Engineering, or an equivalent qualification.
- Master’s Degree in Agriculture, Economics, Business, Agricultural Economics, Law, Food Science, Engineering, Business Administration, or equivalent.
- Leadership course lasting not less than four (4) weeks from a recognized institution.
- Membership to a relevant professional body where applicable.
- Proficiency in computer applications.
- Demonstrated understanding of the Constitution, Government policies, and development agenda.
- Fulfils the requirements of Chapter 6 of the Constitution of Kenya, 2010.
- Must be a Kenyan Citizen and a transformative leader.
