Role Overview
The Manager Planning is responsible for steering the strategic direction of the National Lottery Board (NLB). This involves leading the development and review of institutional policies, regulations, and the long-term Strategic and Master Plans. The role ensures that the Board's objectives are perfectly aligned with national priorities such as Vision 2030 and international benchmarks like the SDGs. The manager will also oversee research, monitoring and evaluation, and performance management to drive organizational excellence.
Duties and Responsibilities
- Policy and Strategy Development: Lead the initiation, development, and review of internal policies, regulations, and the NLB/NLF Strategic and Master Plans in consultation with stakeholders.
- Strategic Alignment: Ensure institutional strategies are aligned with national development agendas (Vision 2030, Medium Term Plans), sectoral priorities, and international commitments (SDGs).
- Monitoring and Evaluation: Carry out corporate monitoring and evaluation on the implementation of the Council’s Strategic Plan and integrate findings, audit recommendations, and stakeholder feedback into strategy updates.
- Research Initiatives: Lead research initiatives to inform policy decisions and strategic directions as per the organization's plan and performance contracts.
- Performance Management: Coordinate the preparation and consolidation of departmental annual work plans and performance targets. Develop and maintain a corporate performance scorecard and innovation pipeline.
- Stakeholder Engagement: Oversee policy stakeholder consultations involving technical experts, policymakers, and beneficiaries during strategy formulation and review.
- Management Advisory: Advise management on all strategic issues within the NLB and benchmark policies against national and global best practices.
- Synergy and Accountability: Oversee inter-directorate strategic reviews to promote synergy and shared accountability in service delivery.
Requirements for Appointment
- Experience: A cumulative period of twelve (12) years relevant work experience, three (3) of which should have been at the level of Assistant Manager Planning or in a comparable position.
- Undergraduate Education: Bachelor’s Degree in Economics, Statistics, Economics and Mathematics, Economics and Finance, Development Studies, Project Planning and Management, Strategic Management, or a relevant qualification from a recognized institution.
- Postgraduate Education: Master’s degree in Economics, Statistics, Project Planning and Management, Philosophy in Economics, Public Policy, Economics of Development, Rural Economics Monitoring and Evaluation, Development Studies, or any other relevant qualification from a recognized institution.
- Professional Membership: Valid membership to a relevant professional body and in good standing where applicable.
- Leadership Training: Certificate in a Leadership Course lasting not less than four (4) weeks from a recognized institution.
- Technical Proficiency: High level of proficiency in computer applications.
- Competence: Demonstrated high degree of professional competence, managerial, and administrative capability as reflected in work performance and results.
