Job Description
The Manager, Land Administration is a senior role within the Affordable Housing Board (AHB) responsible for providing strategic oversight in the acquisition, allocation, and administration of land resources to support the national Affordable Housing Programme. This role involves developing land administration frameworks, ensuring the availability of land through banking and regularization, and safeguarding tenure security for beneficiaries. The Manager acts as a key liaison between the Board and various governmental and private stakeholders to facilitate land-related approvals and transactions.
Key Responsibilities
Provide oversight in the acquisition, allocation, and administration of land resources for the Affordable Housing Programme.
Formulate and implement land administration strategies, policies, and frameworks in alignment with AHB’s mandate and national land laws.
Spearhead land banking, adjudication, and regularization initiatives to ensure land availability for housing development.
Oversee and approve due diligence, valuations, and titling processes to safeguard the Board’s interests and ensure tenure security.
Coordinate with stakeholders including the National Land Commission (NLC), Ministry of Lands, county governments, and private partners on all land approvals.
Advise senior management and the Board on land policy, governance, and emerging issues.
Oversee the establishment of digital land information systems, including geospatial and cadastral data integration.
Ensure compliance with statutory and regulatory frameworks while embedding governance and accountability.
Manage land-related risks and disputes through effective strategies and Alternative Dispute Resolution (ADR) frameworks.
Supervise, mentor, and build the capacity of the land administration team.
Prepare performance reports, policy briefs, and Board submissions.
Represent the Board in inter-agency forums and negotiations regarding housing delivery.
Requirements & Qualifications
Cumulative service period of at least fifteen (15) years of relevant work experience, with three (3) years at an Assistant Manager level or comparable position.
Bachelor’s Degree in Land Economics, Land Management, Land Administration, Real Estate Management, Land Surveying, Geomatics, or Geospatial Engineering from a recognized institution.
Master’s Degree in any of the above fields or its equivalent from a recognized institution.
Active membership in a relevant professional body and in good standing.
Valid practicing license where applicable.
Completion of a Leadership Course lasting at least four (4) weeks from a recognized institution.
Proficiency in computer applications.
Must fulfill the requirements of Chapter Six (6) of the Constitution of Kenya.
