Job Description
The Affordable Housing Board is seeking a Manager, ICT to provide overall leadership and direction in ICT strategy development, implementation, and review. This senior role is central to spearheading digital transformation initiatives that support critical functions such as housing delivery, tenant purchase, estate management, and fund mobilization. The successful candidate will be responsible for overseeing ICT governance, policies, and standards while ensuring the robust institutionalization of Information Security Management Systems (ISMS), risk management, and disaster recovery plans.
Key Responsibilities
Provide overall leadership and direction in ICT strategy development, implementation, and review for the Board.
Spearhead digital transformation to support housing delivery, tenant purchase, estate management, and fund mobilization platforms.
Develop and oversee ICT governance, policies, standards, and procedures.
Lead institutionalization of ISMS, risk management, and ICT disaster recovery plans.
Oversee integration and maintenance of AHB ICT systems.
Advise the Board and management on ICT governance, innovation, and emerging technologies.
Foster partnerships with ICT stakeholders, regulators, and the private sector for digital innovation in housing.
Promote a corporate culture of ethical ICT practices, accountability, and customer satisfaction.
Monitor and report on ICT performance in line with the Board's strategic goals.
Oversee acquisition, installation, and updating of websites, networks, and databases.
Spearhead compliance with data protection and information security management systems.
Manage the design and implementation of Security Systems to secure AHB’s ICT assets (Firewall, Antivirus, CCTV, UPS).
Develop and implement business continuity plans and mitigate departmental risks.
Implement Business Process Re-engineering (BPR) within the department.
Requirements & Qualifications
Cumulative service period of fifteen (15) years’ work experience, with at least three (3) years at an Assistant Manager, ICT, or comparable position.
Bachelor’s degree in Information Communication and Technology, Computer Science, Mathematics and Computing, Business Information Technology, Software Engineering, Computer Engineering, Information Security and Forensics, Applied Computing, or equivalent.
Master’s degree in Information Communication and Technology, Computer Science, Business Information Technology, Software Engineering, Computer Engineering, Information Security, or equivalent.
At least one Information Technology management certification (e.g., CompTIA Project+, ITIL, CAPM, CGEIT, CSM, CISSP, COBIT).
At least one Information Security certification (e.g., CISM, CEH, CompTIA Security+, CISSP, GSEC).
Knowledge in Software Development (MCSD, Java, Visual Studio, Python, Oracle, or equivalent).
PRINCE2, PMP, or equivalent Project Management Certification.
At least two (2) certifications from relevant professional bodies (e.g., CCNP, CDCP, CCNA, MCSE, MCSA, Linux+, Network+, CISA).
Membership in CISA or an equivalent ICT professional body.
Leadership course lasting not less than four (4) weeks from a recognized institution.
Compliance with the requirements of Chapter Six of the Constitution of Kenya.
Demonstrated managerial, administrative, and professional competence in work performance and results.
Understanding of national goals and policies related to AHB’s mandate.
