Job Description
Kenya’s National Lottery is a national initiative designed to bring fairness, opportunity, and funding for good causes. The National Lottery Board is the public institution mandated to oversee and safeguard the National Lottery. This senior role involves providing strategic guidance in the development and implementation of HR policies, managing staff lifecycles, and ensuring organizational alignment with performance standards.
Duties and Responsibilities
Providing guidance in the development, interpretation, implementation, and review of human resource management and administration policies, standards, and guidelines.
Ensuring implementation of Terms and Conditions of service for the National Lottery Board (NLB) and coordinating organizational development and job reviews.
Managing staff recruitment, promotion, discipline, and capacity building.
Developing, reviewing, and coordinating the implementation of welfare and other incentive schemes for NLB.
Monitoring the implementation of performance management systems and evaluating their effectiveness.
Analyzing staffing levels and recommending proposals for succession planning and proper deployment.
Coordinating the development and implementation of grievance handling mechanisms.
Initiating best practices in the management of the human resource function.
Championing change management programs within the organization.
Leading NLB in formulating and implementing efficient Performance Management Systems.
Requirements for Appointment
A cumulative period of twelve (12) years of relevant work experience, with at least three (3) years at the level of Assistant Manager, Human Resource Management and Development, or a comparable position.
Bachelor’s Degree in Human Resource Management, Human Resource Development, Human Resource Planning, Commerce (HR Option), or a relevant qualification from a recognized institution.
OR a Bachelor’s degree in Public Administration, Sociology, Business Administration or equivalent plus a Higher Diploma in Human Resource Management or Certified Human Resource Practitioner (CHRP) Course.
Master’s Degree in Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, or Public Administration.
Certified Human Resource Practitioner (CHRP) Course or its equivalent.
Active membership in the Institute of Human Resource Management (IHRM) or relevant professional body and in good standing.
A valid practicing license from IHRM or relevant professional body.
Certificate in a Leadership Course lasting not less than four (4) weeks from a recognized and accredited institution.
Proficiency in computer applications.
Demonstrated high degree of professional competence, managerial, and administrative capability.
