Role Overview
This position is responsible for driving Human Resource (H.R) strategies, ensuring compliance with the Commission’s policies, rules and regulations, and overseeing administrative operations to support organizational efficiency and growth.
Main Duties and Responsibilities
- HR Strategy & Policy: Coordinate the formulation and implementation of human resource strategies, policies, rules, regulations, and systems.
- Quality Assurance: Plan and organize the management of a credible quality assurance through continuous review and improvement of HR processes.
- Staffing: Oversee human resource planning and development to ensure adequate staffing levels within the Commission.
- Career Development: Coordinate the implementation of staff career development programs to maintain a supply of necessary competencies and skills.
- Payroll & Compensation: Manage the effective administration of the payroll system and analyze wage/salary reports to determine competitive compensation plans.
- Employee Relations: Effectively manage staff grievance procedures and promote cordial industrial relations, values, and work ethics.
- Compliance: Ensure compliance with relevant statutory and labor legislation, human resources policies, procedures, and guidelines.
- Recruitment: Coordinate staff recruitment, selection, induction, retention, and separation processes.
- Internal Controls: Initiate the establishment of appropriate internal controls and monitoring mechanisms for departmental activities.
- Welfare Schemes: Coordinate and manage staff welfare schemes, including medical insurance and pension programs.
- Budgeting: Prepare and manage the staff operational budget for the HR function.
- Records Management: Oversee the Records Office/Registry to ensure documents are securely maintained.
- Safety & Health: Coordinate Safety Committee meetings and serve as the Safety Manager for the Commission.
- Operations: Oversee the Fleet Management function at the Commission.
- Training: Oversee identification, design, implementation, and monitoring of training programs based on identified requirements.
Academic Qualifications
- Bachelor’s Degree in Human Resource Management, Management Sciences, Social Sciences, or an equivalent qualification from a recognized university in Kenya.
- Master’s Degree in Human Resource Management, Management Sciences, Social Sciences, or an equivalent qualification from a recognized university in Kenya.
- Holder of Certified Human Resource Professional (C.H.R.P) from the HRMPEB.
- Possession of a Senior Management Course certificate from a recognized institution (lasting at least 4 weeks).
- Holder of a Current Practicing Certificate from I.H.R.M.
Experience, Knowledge, and Skill Requirements
- Minimum of seven (7) years of relevant experience in Human Resource and Administration, with at least three (3) years in a managerial role.
- Applied professional understanding of HR management principles and practices.
- High integrity, excellent interpersonal skills, and a strong team player.
- Managerial skills including motivating, developing, coaching, and leading teams.
