The Manager - Enterprise Database Administration is responsible for the management, maintenance, security, and integrity of the Kenya Revenue Authority’s Information Technology databases. The job holder will balance technical depth with business acumen, ensuring that databases support organizational goals securely and efficiently.
Duties and Responsibilities
Implement encryption, access controls, and backup strategies, as well as set up database auditing tools to track access and changes.
Develop and implement data quality, usage, and lifecycle management policies.
Manage database performance and capacity through regular tuning, optimization, and archiving, taking remedial action where necessary.
Manage and ensure backup restoration procedures are conducted and implement maintenance plans in accordance with stipulated policies.
Identify servers for deployment of business applications and software installation procedures; monitor server conditions and resolve arising issues.
Coordinate third-party updates to the tax system and resolve outages, disasters, and other problems promptly.
Improve SQL query performance and indexing strategies, ensuring databases can handle growth through sharding, replication, and clustering.
Optimize database infrastructure costs, including licensing.
Manage relationships with third-party providers, data engineers, and analysts.
Troubleshoot, diagnose, and resolve database issues.
Implement corporate initiatives in the unit: Performance Management, Audit, Integrity, Quality Management Systems, and Risk Management.
Support staff career development and performance enhancement within the unit, ensuring alignment with departmental goals.
Requirements and Qualifications
Bachelor’s Degree in Computer Science, Information Communication Technology, Business Information Technology, or a related and equivalent qualification from a recognized university.
Master’s Degree in a related field is an added advantage.
Cumulative service period of five (5) years with relevant work experience, two (2) of which should have been in a first-level management position or comparable position.
Experience in PostgreSQL Relational Database Management System (RDBMS) is mandatory.
Membership of a relevant professional body.
Knowledge of System Application Product (SAP) HANA database is an added advantage.
A leadership course lasting not less than four (4) weeks from a recognized institution is an added advantage.
Technical Certifications
Candidates must possess at least one certification from each of the following categories:
Database Administration: Microsoft MCITP, Oracle OCP, or Certified PostgreSQL DBA (CPSDBA).
System Administration: Linux or Windows certification.
Network Administration: CCNA or equivalent.
Governance: COBIT or ITIL.
