Role Overview
Within the Operational Centre Brussels (OCB) Finance Department, the Intersectional Kobo Application Support Technician develops complex XLS Forms based on business requirements from the Programme Resources Risk & Internal Control Unit (FRRIC). The role involves adapting existing forms and ensuring thorough testing in KoboToolbox and the internal control tool, WeCheck. Across all MSF Operational Directorates and EpiCentre, the position ensures that Kobo Toolbox users in countries of operation are empowered to use the tool in a consistent, efficient, secure, and effective manner, while supporting the development, deployment, and maintenance of all global intersectional Kobo tools.
You will sit within OCB Finance (FASU) and Ariadne (OCB eHealth) and contribute to the governance, quality, and sustainability of KoboToolbox and WeCheck at a global level. The nature of the work combines direct user support, application administration, and coordination with multiple technical and programme stakeholders to ensure data quality, coherent tool usage, and effective operational support across MSF.
Key Responsibilities
Shared Scopes
- Development & Maintenance: Develop, implement, test, and maintain internal controls and global intersectional tools using XLS Forms, focusing on usability, integrity, consistency, and data validation.
- Data Integrity: Enable the capture of accurate and context-relevant information to ensure data collection and analysis remains consistent and rigorous.
- User Support: Support and guide end-users and internal stakeholders by managing tickets, troubleshooting, writing and maintaining documentation, and holding training sessions.
- Onboarding: Facilitate a smooth onboarding experience and high quality of service for WeCheck users according to global standards.
OCB Finance Scope
- Requirements Analysis: Collaborate with the FRRIC team to understand operational needs for new and existing internal controls and reporting.
- Release Management: Test and coordinate releases of WeCheck and KoboToolbox with stakeholders to minimize service disruption.
- Continuous Improvement: Develop functional specifications and manage change requests to maintain tool relevance.
eHealth/HIS Scope
- Master Data Management: Maintain the quality of master data and metadata (such as project lists) within Kobo and related tools.
- Governance: Coordinate with MSF teams to ensure compliance, interoperability, and correct use of MSF resources.
- Analytics Coordination: Collaborate with OCA Reporting and Analytics for the maintenance of Power BI dashboards and visualizations.
- Stakeholder Reporting: Regularly report on activity breakdowns, challenges, and objectives to provide clarity on tool usage.
Qualifications and Requirements
Education
- A university degree in computer science, application management, or a related area of study, or equivalent experience is essential.
Experience
- Essential experience with KoboToolbox or similar products such as ODK.
- Essential experience authoring robust and logically complex forms in XLS Forms.
- Essential experience in managing data collection efforts in humanitarian contexts.
- Essential experience with MS Office productivity tools.
- Essential experience in data management and application support.
- Desirable experience in automating data extraction and visualization using Kobo APIs.
- Experience with MSF or other international humanitarian organizations is an asset.
Competencies and Skills
- Deep knowledge of Kobo, ODK, and XLS Forms (branching, conditional logic, calculations, and validations).
- Knowledge of application management and data management techniques.
- Strong customer-centric mindset and effective communication skills for non-technical users.
- Ability to produce and maintain clear technical documentation.
Languages
- Mandatory proficiency in English (spoken and written).
- Good knowledge of French is a strong asset.
- Knowledge of Spanish, Arabic, or Portuguese is an asset.
