The United Nations Human Settlements Programme (UN-Habitat) is the UN agency for human settlements, mandated by the General Assembly to promote socially and environmentally sustainable towns and cities. The Urban Economy Branch of UN-Habitat works to promote local capabilities and sustainable urban development.
Role Overview
Under the overall supervision of the Senior Programme Management Officer/Project Manager, the consultant will provide technical expertise for infrastructure projects associated with Urban Development Grant (UDG) investments. The role involves advising on municipal spatial plans, Integrated Development Plans (IDePs), and mainstreaming climate resilience into infrastructure design.
Responsibilities
Provide technical assistance on the design and implementation of infrastructure projects for all UDG investments.
Advise on infrastructure planning aspects of municipal spatial plans and Integrated Development Plans (IDePs).
Mainstream climate mitigation, adaptation, and resilience actions into infrastructure design and service delivery.
Assist in costing infrastructure projects and the preparation of documentation required for bidding, contracting, and technical reporting.
Provide advisory support to counties on establishing municipal asset inventories for infrastructure and facilities.
Provide technical assistance to municipalities on formulating waste management action plans.
Review and advise on condition assessment reports of UDG projects.
Undertake capacity-building training and formulate knowledge materials on infrastructure planning and basic services provision.
Qualifications and Experience
Education: A University degree (Bachelor’s or equivalent) in Civil Engineering is required. Post-graduate qualifications are an added advantage.
Experience: At least two (2) years of core experience in civil engineering, including at least five (5) years in the planning, design, construction, and/or supervision of infrastructure projects.
Technical Skills: Proficiency in CAD applications and familiarity with international environmental and social standards is required.
Professional Registration: Must be registered with the Institution of Engineers of Kenya (IEK).
Additional Competencies: Research, data analytics, policy analysis, and technical report writing skills are essential.
Desirable Experience: Working with public sector clientele, environmental and social risk assessment (ESIA/ESMP), stakeholder engagement, and gender mainstreaming.
