The ICT Manager is a critical leadership role responsible for the development and implementation of the Information and Communication Technology (ICT) strategy for the University. This position ensures the provision of robust ICT technologies and services throughout the institution to support communication and information processes, enabling efficient and quick decision-making across all levels of the University.
Key Duties and Responsibilities
Strategic Planning & Leadership
Develop and implement the University’s ICT strategy aligned with organizational objectives.
Advise senior management on ICT investments, innovations, and emerging technology trends.
Lead, supervise, and mentor the ICT team to ensure high performance.
IT Infrastructure Management
Oversee the management of servers, networks, data centers, and cloud services.
Ensure high availability, reliability, and performance of all IT systems.
Manage hardware and software installations and plan for periodic upgrades and system improvements.
Cybersecurity & Risk Management
Implement and maintain comprehensive cybersecurity policies and procedures to protect data from breaches, malware, and other threats.
Conduct regular risk assessments and security audits to ensure compliance with data protection laws.
Budgeting & Resource Management
Prepare and manage the ICT department budget, controlling IT expenditure and procurement.
Evaluate and negotiate with vendors and service providers to ensure cost-effective technology solutions.
Project Management
Plan and oversee IT projects including system upgrades, software deployment, and digital transformation initiatives.
Define project timelines, scope, and deliverables while monitoring progress and managing risks to ensure timely completion within budget.
Technical Support & Service Delivery
Ensure effective IT support services for staff and maintain helpdesk operations.
Develop Service Level Agreements (SLAs) and monitor system performance and user satisfaction.
Policy Development & Compliance
Develop and implement ICT policies, procedures, and disaster recovery/business continuity plans.
Ensure compliance with industry standards and regulations.
Innovation & Continuous Improvement
Research emerging technologies and recommend automation and digital solutions to improve institutional efficiency.
Knowledge, Skills, and Experience Required
Academic Qualifications: At least a Master’s degree in Computer Science, Information Systems, Information Technology, Engineering, or a related field. A PhD in any of these fields will be an added advantage.
Professional Experience: At least five years of proven experience of success in turning around IT operations in organizations.
Undergraduate Degree: Bachelor’s degree in Computer Science or Information Technology.
Certifications: MCSE or any other relevant industry certification in systems management; CCNP or certification in advanced routing and switching.
Professional Membership: Must be a member of a relevant professional body.
