The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene sectors. NRC is seeking an ICLA (Information, Counselling and Legal Assistance) Specialist to develop ICLA strategy, technical guidance, and ensure high-quality project implementation. The role involves identifying trends, donor priorities, and providing technical direction to partner organisations, while representing NRC in relevant forums and promoting refugee rights.
Responsibilities
Generic Responsibilities:
- Develop ICLA strategy, technical guidance, and Macro Log frames (LFAs) aligned with regional and global priorities.
- Ensure compliance with NRC policies, guidance, and procedures.
- Contribute to fundraising, developing and revising funding proposals, budgets, and donor reports.
- Identify trends, technical standards, and donor priorities.
- Follow up on compliance with contractual commitments within ICLA, ensuring high technical quality and synergies.
- Provide technical direction and project implementation support to partner organisations.
- Extract key learnings from implementation to incorporate into staff development processes.
- Provide systematic training and build capacity of technical staff in cash-based and market-based programs.
- Represent NRC in relevant forums/clusters with national authorities, partners, and donors.
- Promote the rights of refugees in line with the advocacy strategy.
Specific Responsibilities:
- Capacity Building: Train partners in community engagement methodologies; ensure partner activities align with NRC’s Safe and Inclusive Programming (SIP) guidelines; provide capacity development on legal aid case management and refugee law; lead the transition to a local partnership implementation modality.
- Project/Program Cycle Management: Lead the development of concept notes and proposals; mainstream cross-cutting themes into project designs; ensure overall quality and continuous learning; produce evidenced-based policy briefing papers and analysis; conduct field monitoring visits.
- Representation and Coordination: Maintain relationships with government counterparts; contribute to sectorial working group discussions and thematic groups (e.g., complementary pathways); lead coordination with government entities to influence national priorities.
Requirements
- Minimum 4 years of experience within technical expertise area in a legal/humanitarian/recovery/development context.
- Experience in human rights/access to justice programming.
- A BA/BSc/HND degree qualification.
- Previous experience of working in complex contexts.
- Documented results related to the position's responsibilities.
- Experience working in coordination and liaising with external actors.
- Ability to multi-task and work with short deadlines.
- Ability to work independently and proactively with limited daily support and supervision.
- Fluency in English, both written and verbal.
- Knowledge of the education sector in Kenya’s Humanitarian context.
- Knowledge of international human rights law and refugee law.
- Experience in advocacy work.
