UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, is seeking a Human Resources Associate to support the Somalia Country Programme based in Nairobi. The Associate will be responsible for the administration and implementation of HR strategies and policies, ensuring full compliance with UN Women rules, regulations, and guidelines. The role involves managing HR administrative and logistical services, coordinating recruitment processes, and supporting audit and internal control readiness.
Key Responsibilities
1. HR Strategy and Policy Implementation
- Provide standard information to management and staff on HR strategies, rules, and regulations.
- Identify methods to meet administrative needs within existing policy frameworks; interpret processes and manage operational requirements.
- Facilitate responses to audit findings and recommendations and prepare written responses to HR-related queries.
2. HR Administrative and Logistical Services
- Coordinate contract extensions and process national benefits, allowances, and entitlements.
- Track all personnel transactions (recruitment, benefits, earnings/deductions, separations) via the Quantum system for the Somalia Country Programme.
- Manage leave records and general documentation for the Somalia Programme.
- Create and update supplier entries, purchase orders, and receipts in the system.
- Coordinate onboarding and protocol for new personnel, including inductions, system access, and office orientation.
- Support offboarding processes, including asset returns, final leave reconciliation, and exit surveys.
3. Recruitment Process Coordination
- Draft job descriptions and vacancy announcements; assist with classification requests.
- Screen candidates and participate in interview panels.
- Prepare recruitment recommendations and documentation for the Central Review Board (CRB).
- Manage position establishment for the Somalia Programme Office and track recruitment status updates.
- Ensure systematic filing and archiving of recruitment documentation in compliance with data protection and audit requirements.
4. Compliance and Internal Control Support
- Maintain audit-ready HR files and assist in collecting documentation for internal/external audits.
- Track audit recommendations, management responses, and implementation status.
- Conduct periodic self-checks of HR files to confirm policy compliance and documentation standards.
- Contribute to strengthening HR internal controls and risk mitigation measures.
Requirements and Qualifications
- Education: Completion of secondary education is required. A Bachelor’s degree in Human Resources Management, Business Administration, Public Administration, Social Sciences, or a related field is highly desirable.
- Experience: A minimum of 6 years of progressively responsible experience in HR, administration, or operations support (with secondary education) OR a minimum of 3 years of experience (with a Bachelor’s degree).
- Functional Experience: Proven experience in contract administration, recruitment support, onboarding, and HR records management is required.
- Audit/Compliance: Experience supporting audit documentation, compliance tracking, or HR reporting is desirable.
- Technical Skills: Proficiency in MS Office (Word, Excel) and database systems is required. Experience with Oracle Cloud/Quantum or similar ERP systems is desirable.
- Sector Experience: Experience within the UN system or an international organization is an asset.
- Language: Fluency in English is required.
