Lake Turkana Wind Power (LTWP) is seeking an HSE Officer to support the implementation and management of the Health, Safety & Environment (HSE) Management Systems, Food Safety Management Systems, and all associated procedures. The role is focused on ensuring compliance with applicable legal requirements to promote a safe working environment, minimize environmental impacts, reduce the risk of injuries and ill health, and foster a strong safety culture across LTWP operations. The officer will ensure adherence to relevant local legislation, including OSHA 2007, EMCA 1999, and WIBA 2007, and align operations with international industry best practices and LTWP’s Golden Safety Rules.
Responsibilities
- Identify, mitigate, and manage project-related health, safety, and environmental impacts and risks in compliance with Kenyan legislation (OSHA, EMCA, WIBA), IFC Performance Standards, and World Bank Group EHS Guidelines.
- Support the Senior HSE Officer in preparing Site Safety and Risk Management Plans.
- Conduct Job Safety & Environmental Analyses (JSEA) and prepare Safe Work Method Statements (SWMS).
- Monitor implementation of ESHS plans, policies, and procedures by LTWP employees and contractors.
- Perform hazard identification and risk assessments, suggesting appropriate control measures.
- Assume duties of the Senior HSE Officer in an acting capacity when required.
- Organize and carry out HSE inspections, audits, training, toolbox talks, and risk assessments.
- Identify HSE gaps and organize relevant training in Occupational Safety, First Aid, and Fire Safety.
- Maintain key ESMS documentation, including Environmental and Social Management Plans, Water/Waste Management Plans, and Permits and Licenses Trackers.
- Prepare weekly, monthly, and quarterly HSE reports within stipulated timelines.
- Monitor contractor compliance through regular site inspections and audits.
- Administer and issue Permit-to-Work (PTW) documentation for high-risk activities.
- Support the implementation of the LTWP Emergency Response Plan, including participation in drills and incident reviews.
- Record and investigate incidents, near misses, and accidents, preparing reports with root cause analysis and corrective actions.
Requirements
- Bachelor’s degree in Engineering, Occupational Safety and Health, Environmental Science, or a related field from a recognized institution.
- NEBOSH Certification is mandatory.
- At least 4 years of professional experience in HSE roles.
- Familiarity with Kenyan laws and regulations (OSHA 2007, EMCA 1999, WIBA 2007).
- Knowledge of emergency procedures including fire evacuation, first aid, CPR/AED, and spill response.
