The Health Information Systems (HIS) Officer for the Strengthening Infectious Disease Detection Systems (STRIDES) project will provide support and oversight for the integration of indicator/event/community-based surveillance (IBS/EBS/CBS), antimicrobial resistance (AMR), and laboratory data streams across human and animal health into national digital platforms. This role involves leading the development of interoperability architectures, managing data workflows, and collaborating with government stakeholders to ensure systems are sustainable and responsive to national priorities.
Responsibilities
- Provide support and oversight for the integration of indicator/event/community-based surveillance (IBS/EBS/CBS), antimicrobial resistance (AMR) and laboratory data streams across human and animal health into national digital platforms (e.g., DHIS2, SORMAS), ensuring interoperability and alignment with global standards.
- Lead the development of interoperability architecture connecting DHIS2 with priority systems (e.g., LIMS, SORMAS, EWARS).
- Develop and maintain integrations between DHIS2 and other systems using APIs and web services.
- Build and optimize ETL pipelines for data extraction, transformation, and loading from multiple sources (including DHIS2).
- Implement data quality checks and ensure the integrity and reliability of data workflows.
- Design, develop, and maintain interactive dashboards using tools such as Power BI or Superset.
- Contribute to and gradually lead the design and development of new applications or features using programming languages such as Python, Java, JavaScript, or SQL.
- Work with regional and country teams to conduct assessments of surveillance architecture, data flows, and system interoperability across human and animal health sectors.
- Assist with the development of secure data-sharing protocols and governance frameworks to support multisectoral collaboration and sustainability.
- Collaborate with government stakeholders and partners to ensure HIS systems are responsive to national priorities and sustainably institutionalized.
- Facilitate regular data-sharing forums and technical workshops to review outputs, troubleshoot issues, and promote coordination across sectors.
- Support country and partner technical staff to ensure project activities are on track and informed by technical expertise.
- Review and revise project and donor reports; contribute to publications, external communications, and technical documentation.
Requirements and Qualifications
- Master’s degree or international equivalent in information systems, health informatics, computer science, epidemiology, public health, or a related field.
- Minimum 5 years of experience in HIS implementation, digital health systems, and surveillance strengthening in Low- and Middle-Income Countries (LMICs).
- At least 3 years of hands-on experience with DHIS2 configuration and Web API.
- Proven experience with DHIS2, SORMAS, or similar platforms for health data management and visualization.
- Proven experience integrating at least two external systems (e.g., DHIS2, LIMS, LMIS, CRVS, or surveillance systems).
- Strong knowledge of REST APIs, JSON, XML, interoperability standards, middleware platforms, and SQL.
