Secours Islamique France (SIF) is seeking a Head of Mission for Kenya / Somalia to provide overall leadership and strategic direction for operations in both countries. Based 50% in Kenya and 50% in Somalia, the role involves regular travel between missions to ensure effective coordination and oversight. The Head of Mission is responsible for strategic alignment with SIF global objectives, continuous monitoring of the humanitarian context, and adapting the country strategy accordingly.
Responsibilities
Leadership & Strategy: Provide overall leadership and strategic direction for SIF operations in Kenya and Somalia. Monitor the humanitarian context to adapt country strategies.
Program Management: Lead the development and implementation of SIF’s country strategy and programs. Oversee assessments, proposal development, project implementation, and donor compliance.
Representation & Advocacy: Represent SIF with national authorities, donors, UN agencies, and NGOs. Strengthen partnerships and promote SIF’s mission at national and international levels.
Staff Management: Provide leadership to national and international staff, managing recruitment, performance, adherence to HR policies, and capacity building.
Logistics Oversight: Ensure effective logistical management, including procurement, supply chain, asset management, and adherence to SIF procedures.
Security Management: Maintain an effective security framework for all SIF staff and operations, monitoring the security context and mitigating risks.
Financial Administration: Oversee financial and administrative management, ensuring sound budgeting, financial monitoring, and compliance with SIF and donor procedures.
Requirements and Profile
Education: 5 years' higher education in international cooperation, humanitarian project management, or equivalent.
Experience: Minimum of 5 years' experience in the field, including at least 2 years as a Head of Mission.
Technical Skills: Mastery of project cycle management tools and proficiency in MS Office (Word and Excel).
Communication: Excellent written and spoken English; proficiency in French is highly desirable.
Personal Attributes: Rigour, professionalism, responsiveness (especially in emergencies), and the ability to work on both urgent and long-term projects.
Conditions
Duration: 12-month renewable French fixed-term contract.
Remuneration: Based on SIF salary grid.
Benefits: Monthly perdiem/guesthouse, health insurance (SIF contributes 60%), repatriation insurance (100% covered), break allowance (at 3 and 9 months), and airfare (at 6 and 12 months).
