General Manager, Lottery Operations and Communications

Kenya’s National Lottery is a national initiative designed to bring fairness, opportunity, and funding for good causes that move the country forward. The National Lottery Board (NLB) is seeking a General Manager for Lottery Operations and Communications to oversee and safeguard the National Lottery, ensuring it is run with integrity, transparency, and in the best interest of the Kenyan people. This is a high-level executive role (Ref No. NLB/LOCD/GMLOC/1) responsible for both the operational integrity of the lottery systems and the strategic communication efforts of the Board.

Responsibilities

• Ensure compliance with local, national, and international lottery regulations, including proceeds of crime, anti-money laundering and counter-terrorism financing (AML/CTF) laws, data protection regulations, and gaming laws.
• Manage licensing requirements between the National Lottery Board and the Gambling Regulatory Authority.
• Implement the agreement between the National Lottery Operator (NLO) and the National Lottery Board.
• Ensure proceeds from games of chance are correctly paid into the National Lottery Fund.
• Develop and implement strategies to assess and mitigate operational, financial, and reputational risks.
• Prevent fraud by monitoring lottery systems for irregularities such as ticket tampering or unauthorized access.
• Enforce responsible gambling measures including self-exclusion mechanisms and age verification.
• Oversee the end-to-end licensing process for retailers, vendors, and stakeholders.
• Develop and implement new games of chance in collaboration with stakeholders.
• Monitor retailers for adherence to operational standards and marketing guidelines.
• Drive digital transformation initiatives such as online ticket sales, mobile apps, and digital payment systems.
• Prepare compliance reports for regulatory bodies and the Board.
• Formulate policies, strategic plans, and regulations governing the National Lottery.
• Manage stakeholder engagements, brand partnerships, and collaborations.
• Lead crisis and reputation management strategies.
• Execute a comprehensive communication strategy to publicize the National Lottery and the Board’s mandate.
• Serve as the primary point of contact for media relations.

Requirements for Appointment

• Cumulative service period of fifteen (15) years relevant work experience.
• At least three (3) years of experience must have been at the grade of Manager in Strategic Branding, Public Communication, Digital Technology, Compliance, or a comparable position.
• Bachelor’s degree in Game Design, Gaming Technology, Mass Communication, Corporate Communication, Business Administration, Journalism, Public Relations, Computer Engineering, or Project Management.
• Master’s degree in any of the above or related disciplines from a recognized institution.
• Certificate in a Leadership Course lasting not less than four (4) weeks from a recognized institution.
• Membership to a relevant professional body and in good standing.
• Proficiency in computer applications.
• Demonstrated professional competence and understanding of NLB's goals and policies.

Successful candidates will be required to meet the requirements of Chapter Six of the Constitution of Kenya regarding integrity.
