The General Manager, Internal Audit is responsible for leading the internal audit function at the Affordable Housing Board (AHB). This senior role ensures that sound management systems are in place, verifies financial commitments and payments, and provides strategic advisory services to the Board and management to enhance governance, risk management, and internal control processes. The right to housing is embedded in the Constitution of Kenya, and this position plays a critical role in maintaining the integrity of the Fund as it meets the growing demand for affordable housing.
Key Responsibilities
Oversee the development, implementation, and review of policies, strategies, plans, and programs for internal audit.
Ensure sound management systems are established within the Board/Fund.
Facilitate the examination and verification of all forms of commitments and payments by the Board/Fund.
Guide the preparation and implementation of a risk-based Internal Audit Annual work plan.
Advise on methods and procedures for proper and effective financial controls.
Undertake audit risk assessments and maintain an audit register.
Provide secretariat services to the Board Audit and Risk Assurance Committee.
Oversee the development, monitoring, and review of Board Audit Committee Charters.
Advise the audit committee and management on emerging issues in internal auditing.
Follow up on Board resolutions regarding audit and risk assurance matters.
Make recommendations on new and emerging risks.
Follow up on management resolutions regarding audit queries from external auditors and other agencies.
Provide advisory to the Board and management on the operations of the corporation.
Report audit observations and recommendations to the Board.
Assess and make recommendations for improving the governance processes of the Corporation.
Examine and make recommendations on budget estimates as guided by the PFM Act 2012.
Review and evaluate budgetary performance, financial management, transparency, and accountability mechanisms.
Monitor management actions on internal audit recommendations.
Evaluate and improve the effectiveness of risk management processes.
Support external audit and investigating agencies.
Requirements & Qualifications
A minimum of fifteen (15) years of relevant work experience, with at least five (5) years in a senior management level.
Bachelor’s degree in Finance, Accounting, Business Administration (Finance and Accounting option), Risk Management, or equivalent qualification from a recognized institution.
Master’s degree in Finance, Accounting, Business Administration (Accounting/Finance Option), or equivalent qualification from a recognized institution.
Certified Public Accountant (K) or equivalent professional qualification.
Active member of the Institute of Certified Public Accountants of Kenya (ICPAK) or equivalent professional body in good standing.
Completion of a Leadership/Management Course from a recognized institution.
Proficiency in computer applications.
Compliance with the requirements of Chapter Six (6) of the Constitution of Kenya.
