Job Description
The Unclaimed Financial Assets Authority (UFAA) is a statutory body created under the Unclaimed Financial Assets Act, No. 40 of 2011 to administer unclaimed financial assets. The primary mandate of the Authority is to receive unclaimed financial assets from holders, safeguard them, and reunite them with their rightful owners.
Job Purpose
The General Manager, Human Resource and Administration is responsible for providing strategic direction and leadership in the management and coordination of the Human Resource and Administration functions in the Authority.
Key Functions
Develop and implement Human Resource Development and administration policies, strategies, and plans.
Coordinate staff recruitment, deployment, promotion, and discipline.
Develop, review, and coordinate the implementation of performance management systems.
Implement and ensure compliance with applicable statutory and regulatory requirements.
Manage and promote a harmonious industrial relations environment.
Develop and coordinate implementation of compensation and benefits schemes.
Implement and maintain a human resource management information system (HRIS).
Coordinate succession management in the Authority.
Provide Secretariat services to the Board Committee responsible for Human Resource Management.
Manage staff welfare schemes and assistance programs.
Coordinate personnel records management and registry administration.
Provide advice to management on human resource and administration matters.
Coordinate the provision of administration services to ensure a conducive work environment.
Detailed Duties and Responsibilities
Formulating and overseeing the implementation of human resource and administration strategies, policies, regulations, processes, and procedures.
Developing and implementing the Authority’s strategic objectives on Human Resources development.
Reviewing and coordinating the implementation of performance management systems and compensation schemes.
Overseeing compliance with statutory requirements and maintaining an effective HRIS.
Managing staff wellness programs and occupational health and safety (OHS) programs.
Forecasting, planning, and staffing the Authority with appropriate manpower.
Approving payroll reports for the processing of staff salaries.
Person Specification
For appointment to this grade, an officer must have:
A minimum of fifteen (15) years of relevant work experience, five (5) of which must have been in a senior management position or a comparable role.
A Bachelor’s degree in Human Resource Management OR a Bachelor’s degree in Social Science/relevant discipline with a Diploma in Human Resource Management.
A Master’s degree in Human Resource Management or an equivalent qualification from a recognized institution.
Certified Human Resource Professional Certificate (CHRP).
A Leadership course certificate lasting not less than four (4) weeks from a recognized institution.
Membership to a recognized professional body in good standing (e.g., IHRM).
Proficiency in computer applications.
Demonstrated managerial, administrative, and professional competence.
