Role Overview
The National Construction Authority (NCA) is seeking a General Manager for Human Resource and Administration. This is a senior leadership role responsible for overseeing the development, implementation, and review of HR policies, strategies, and administrative frameworks to support the Authority's mission of regulating and building capacity within the construction industry. The successful candidate will manage human capital, payroll, staff welfare, facilities, and organizational assets, while ensuring compliance with national labor laws and constitutional requirements.
Key Responsibilities
- Direct the development and review of HR strategies, policies, work plans, and standards for the directorate.
- Manage the recruitment and selection process to ensure the Authority is appropriately staffed.
- Oversee human resource training, development, and performance management systems.
- Manage payroll administration and ensure the prudent implementation of compensation and benefits schemes.
- Oversee compliance with human resource management rules, regulations, and labor laws.
- Ensure the maintenance and update of the Human Resource Management Information System (HRMIS) and knowledge management repositories.
- Promote cordial employee relations, core values, and ethical work standards.
- Direct staff welfare schemes, including medical cover and insurance (Group Life and GPA).
- Manage office buildings, facilities, and layout planning to ensure optimal space usage.
- Coordinate maintenance, repair, and safeguarding of the Authority's physical assets and fleet.
- Manage central services including security, transport, and records management.
- Oversee occupational safety and health (OSH) at the workplace.
- Lead employee and customer satisfaction surveys and implement findings.
- Advise the CEO on risk mitigation and oversee business continuity plans for the directorate.
- Mentor, coach, and develop staff within the directorate to ensure high performance.
Job Requirements
- A cumulative service period of fifteen (15) years’ work experience, with at least three (3) years at the grade of Manager, Human Resource Management and Development or a comparable position.
- Bachelor’s Degree in Human Resource Management, Commerce (HR Option), Economics, Social Sciences, Education, Sociology, Business Management, or a relevant field from a recognized institution.
- Master’s Degree in Human Resource Management, Public Administration, Business Management, Strategic Management, or an equivalent qualification.
- Part III of Certified Human Resource Professional (CHRP) or equivalent qualification.
- Certificate in a Leadership course lasting at least four (4) weeks from a recognized institution.
- Membership in the Institute of Human Resource Management (IHRM) in good standing with a valid practicing license.
- Proficiency in computer applications.
- Must fulfill the requirements of Chapter Six of the Constitution of Kenya.
Terms of Service
- Appointment will be on contract terms for up to five (5) years, renewable once subject to performance and retirement age.
