The Finance Manager at FHI 360 oversees data collection, ensures accuracy, and interprets complex analyses for decision-making. This role is responsible for reviewing and approving monthly financial reports regarding budgets versus actuals and forecasts, presenting findings and recommendations to leadership. The manager oversees the budgeting and forecasting process, ensures alignment with strategic goals, and monitors all budgeted project expenditures in accordance with work plans.
Key Responsibilities
- Oversee data collection and ensure accuracy for complex financial analyses used in decision-making.
- Review and approve monthly financial reports (budget vs. actual and forecast) and present findings to leadership.
- Finalize financial reports and supporting documentation for funders as outlined in funding agreements.
- Oversee the budgeting and forecasting process to ensure alignment with strategic goals.
- Monitor and approve all budgeted project expenditures in accordance with the workplan.
- Approve and review financial models and provide strategic input.
- Oversee variance analysis and ensure implementation of recommended actions.
- Ensure all project financial records are up-to-date by collaborating with the Project Manager.
- Determine resources (time, money, equipment) required to complete the project.
- Monitor sub-award financials in accordance with workplans and sub-award monitoring plans.
- Communicate financial insights, compliance recommendations, and consult with senior management on project financials.
- Participate in project annual workplan and budget planning, audit reviews, and assessments.
- Coach, mentor, and manage country finance staff to ensure quality and compliance.
- Lead financial aspects of strategic planning and manage financial systems and tools.
- Oversee and ensure the financial integrity of sub-recipients.
Applied Knowledge & Skills
- Comprehensive knowledge of accounting concepts, practices, and financial information systems.
- Proficiency in state and federal laws and regulations affecting financial analysis and management controls.
- Familiarity with Sarbanes-Oxley (SOX), government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR).
- Sound knowledge of Generally Accepted Accounting Principles (GAAP).
- Excellent organizational, supervisory, leadership, and managerial skills.
- Strong diplomatic and negotiation skills with the ability to multi-task and meet deadlines.
Requirements and Qualifications
- Education: Bachelor's Degree or its International Equivalent in Business Administration, Finance, Accounting, or a related field.
- Certification: A full professional accounting certification (CPA or ACCA) is required.
- Experience: Minimum of 5-8 years of related work experience, including at least 3 years in management and 3 years at the corporate or organizational level.
- Sector Experience: Prior experience in a non-governmental organization (NGO) or international organization with USG funding is preferred.
- Contracts: Experience working on complex awards and managing sub-awards is preferred.
- Language: Must be fluent in English (reading, writing, and speaking).
