The Finance Manager at Action Against Hunger International (ACF) is responsible for ensuring efficient financial management and reporting for the Regional Office (HEARO) and assigned country offices. The role involves managing expenses, ensuring compliance with donor rules, overseeing treasury and payroll, and leading audit preparations. Additionally, the Finance Manager provides technical guidance and capacity building to country office finance teams to ensure high-quality financial operations across the region.
Key Activities & Responsibilities
Financial Reporting and Compliance
- Ensure all expenses are relevant to HEARO activities and within allocated resources.
- Manage timely and transparent monthly financial reporting to HQ and updated Budget Follow-Ups (BFUs) updated and uploaded into NHF.
- Comply with donor rules and project-specific reporting formats.
- Manage shared cost allocations and ensure proper digital and manual filing of accounting documents.
- Reconcile intercompany accounts and manage re-charges to ACF USA missions and HQ.
- Check that all expenditures are authorized, reasonable, and justified before entry into the financial system.
Budget Management and Monitoring
- Provide inputs during budget formulation and compile monthly BFUs for relevant staff.
- Participate in budget reviews and Country Financial Plan (CFP) preparation.
- Support country offices in proposal budget preparation and realignment.
- Upload award and departmental budgets into the financial management system.
Treasury Management and Payroll
- Manage cash flows, regional office forecasts, and bank account authorizations.
- Promote a cashless operations culture and manage petty cash.
- Process supplier payments and monthly payroll by the 25th, ensuring all statutory deductions are remitted on time.
- Monitor and negotiate exchange rates for internal and external transfers.
Audits and Risk Management
- Lead preparations for annual statutory, internal, and award-specific audits.
- Identify structural financial risks and weaknesses, proposing improvements to the Regional Finance Director.
- Support missions and HQ by providing necessary documentation for audits.
Country Finance Oversight and Capacity Building
- Oversee internal controls and donor compliance for assigned ACF-USA country offices.
- Provide technical guidance, mentoring, and professional development to country accounting staff.
- Oversee the preparation of reports for network partners and donors like USAID, EU, ECHO, and the UN.
Process Improvements and Collaboration
- Lead period-end procedures and prepare accounting schedules for assigned country offices.
- Serve as the primary contact for auditors within the scope of work.
- Propose improvements to ACF-USA financial policies and procedures.
Requirements
- Bachelor’s degree in Accounting, Finance, Economics, or related fields.
- Full CPA/ACCA qualifications.
- More than 5 years’ experience in finance/accounting with international donor-funded organizations (Preference for those who have worked with ACF).
- Financial Acumen: Expertise in preparation of financial statements, supporting audits, forecasting, financial reporting, risk management, and strategic planning.
- Technical Skills: Proficiency in Excel, PowerPoint, and Sylogist (Microsoft Dynamics) financial management/accounting system.
- Communication: Excellent verbal and written skills to present complex data to financial and non-financial stakeholders.
- Analytical Skills: Strong critical thinking, problem-solving, and data interpretation.
- Adaptability: Ability to work under pressure, manage tight deadlines, and adapt to change.
