The Finance and Compliance Senior Manager is a key member of the Collective Sudan (CCS) Secretariat team. This role is responsible for the financial, compliance, and operational management of budgets and subawards where Mercy Corps acts as the prime for the CCS. A primary focus involves enhancing the capacity of subrecipients to meet the rigorous finance and compliance standards required by CCS donors. The position reports to the CCS Chief of Party, with a dotted technical line to the Mercy Corps Sudan Finance Director, and involves close collaboration with the Mercy Corps Finance and Operations teams as well as HQ Compliance departments.
Responsibilities
Financial Management
- Collaborate with CCS Secretariat leadership and partners to develop a master consortium budget and cost model for new proposals.
- Lead budget development for new funding opportunities, including creating templates and providing guidance to partners.
- Track burn rates across consortium partners through regular financial reporting and raise concerns for problem-solving.
- Monitor cost-efficiency and recommend measures for improvement.
- Conduct financial reviews and tracking for CCS Secretariat payments.
Subaward Management
- Ensure timely development of new subaward agreements in coordination with partners and HQ teams.
- Lead pre-award financial reviews and due diligence for proposed subrecipients.
- Oversee the execution of subaward agreements in compliance with donor terms and conditions.
- Manage subawards according to Mercy Corps’ Subaward Financial Management Manual.
- Review subrecipient financial reports for accuracy and completeness.
- Develop monitoring plans and conduct financial monitoring visits.
- Process payments and manage the financial close-out of subawards.
Compliance
- Provide proactive guidance on CCS and donor compliance requirements to partners.
- Address and resolve subrecipient compliance issues and audits.
- Assist subrecipients with prior approval and waiver requests.
Capacity Building
- Strengthen the capacity of the Secretariat team and partner INGO/NGO focal points.
- Assess subrecipient organizational needs to ensure they meet international standards.
- Develop training and activities to improve subrecipient abilities in managing subawards.
Influence & Representation
- Interface with donor representatives to share program information.
- Participate in sharing best practices with NGOs and governmental agencies.
- Maintain professional relationships and high ethical standards under difficult circumstances.
Security & Safeguarding
- Ensure adherence to security procedures and policies.
- Integrate safeguarding risk mitigation into all work areas.
- Promote transparency and encourage the use of reporting mechanisms like the Integrity Hotline.
Requirements and Experience
- A BA/S or equivalent in accounting or finance is required (an advanced degree is preferred).
- At least 5 years of relevant field or management experience in complex, multi-dimensional programming.
- Minimum of 4 years of experience in grants management with an understanding of USG, EU, UK, and UN regulations.
- At least 3 years of international experience; experience in an NGO field office is preferred.
- Demonstrated skill in administering subaward solicitations and monitoring subrecipients.
- Strong experience working with donors for compliance-related approvals and waivers.
- Advanced computer skills, particularly in MS Excel.
- Excellent verbal and written English communication skills.
- Experience working in insecure environments.
- Ability to work effectively with ethnically diverse teams.
