The United Nations Environment Programme (UNEP) is seeking a qualified Expert for Conducting ODS Banks of Unwanted ODS Survey. The primary objective of this role is to lead the assessment and management of ozone-depleting substances (ODS) banks across seven countries. The consultant will be responsible for creating methodological frameworks, designing specialized data collection tools, and providing technical oversight for nationwide surveys.
Responsibilities
Work Planning: Develop an Inception Work Plan and Methodological Framework. Prepare a detailed work plan outlining timelines, milestones, country engagement strategies, and deliverables. Create a project implementation checklist for execution and monitoring.
Data Tool Design: Design standardized questionnaires and data collection templates in consultation with UNEP and National Ozone Units (NOUs), ensuring regional comparability and national relevance.
Technical Framework: Define key data parameters (types, quantities, sources of controlled substances, storage conditions) and establish criteria for categorizing banks of used or unwanted ODS.
Safety and Inclusion: Ensure that data collection tools incorporate provisions for gender-responsive, environmentally sound, and safe procedures.
Survey Oversight: Coordinate and oversee national surveys in seven countries, providing technical guidance to national teams and ensuring adherence to data quality standards and ethical considerations.
Qualifications
Education: A Master’s degree in Engineering, Environmental Science, or a related area is required.
Professional Experience: A minimum of 5 years of progressively responsible experience in engineering, environmental science, or a related field.
Technical Expertise: Knowledge of technical issues related to ozone-depleting substances and experience in the implementation of Montreal Protocol activities.
Additional Assets: Experience in data collection, review, and management at the national level regarding HCFCs or related substances is an added advantage.
